A-11-438 02/11/88 NARPATIVE STATEMENT ON OBLIGATIONS FOR INFORMATION TECHNOLOGY SYSTEMS U. S. NUCLEAR REGULATORY COMMISSION Most of the agency's computing needs continue to be met under agreements with other government agencies, by commercial timesharing and by distributed word processing equipment, terminals, microcomputers and minicomputers throughout the agency. Appropriate telecommunications links, mostly provided by leasing comercial lines, provide access to information. The impact of fragmentation of computer resources is in the process of being analyzed.

The majority of government computing service is provided by the Idaho National Engineering. Laboratory, for scientific timesharing, and by the National Institutes of Health, for information systems timesharing.

In the area of equipment, the agency maintains 20 shared-logic central word processing systems distributed among 12 different sites, together with a number of system-specific minicomputers and one general-use minicomputer. By the end of fiscal year 1987, the agency had purchased and installed over 950 microcomputers, together with associated, ccmercial-package software.

Acquisition of microcomputers is expected to continue at approximately the same rate each year, even after initial installations have been completed, in order to replace obsolete machines.

Significant attention in FY 1988, FY 1989 and FY 1990 will be applied toward the headquarters building consolidation. In addition to networking, this will involve the acquisition of two digital communications switches, one for ]

general use and one for dedicated use by the NRC Operations Center. Lease of i comercial long-distance and local transmission capabilities for voice and data telecommunications by headquarters will continue. In addition, satellite transmission capabilities for emergency communications will be acquired. i l

In the systems area, consnercial contracts for the maintenance of general ADP systems and for the operation and maintenance of the Document Control System are expected to continue. At the same time, the Document Control System will be systematically upgraded to include optical scanning, optical disk storage; electronic transfer of textual material directly to a central computer; and full-text search, display and retrieval of selected categories of documents.

In addition, a contract for the development of the Safety Information Network (SINET) is ongoing. This involves an agencywide approach to the evaluation of the operation of nuclear power plants.
