REGULATORY ASSESSMENT: This report does not describe a safety problem but does describe misplaced analytical expectations for motor-operated valve operation based on an inadequate model. This model, the first used by Crane to support its customers, has been improved over time, partly in response to NRC generic conmiunications.
Th3 panel agrees that this report does not meet the notion of deviation intended by 10 CFR Part 21 and closes it cs an other event.
SUNMARY ASSESSMENT: Crane Valves Nuclear Operations (Crane; formerly Crane Aloyco) supplies analytical support fte motor operated valves to the nuclear power industry. At first it used its original model for this support.
In response to NRC Generic Letter 85 03 and supplements, trane customers specified design parameters outside the triginal model, pronpting Crane to derive a current model. The Part 21 concern arose because the current model ru ults differed from the original model results. Crane contacted its customers, holds itself available to s@ port any customer in better understanding and predicting motor-operated valve behavior, provided its customers with current-model analyses as requested, and concludes that data supplied in prior analyses does not constitute a reportable item under Part 21. The Mechanical Engineering Branch concurs that this issue is r:szived.
~ CLOSEOUT / FINDINGS: This issue, called Crane torque data for short (94150, 94292, 95005, and 95 U 4) has been confused with another issue called yoke shim for short (94254, 95006, 95007, and 95035). EME8 closed 94150 as CTBI, stating that the issue regards weak link analysis for Movs and continuing to track th3 issue under 94254 (which actually belongs to the yoke shim issue).

PEC8 Consnents on 95024: In a ltr dtd Jan 12, 1994, Crane reports that their utility customers requested tnalytical support to determire the required thrust for safety related valves for purposes of responding to NRC Generic Letter 85 03 and supplements. These requests specified design conditions containing parameters, for saample, extended structure mass, extended structure center-of gravity, AME and AISC allowable stress, and dynamic loading, that are not in the original analysis model. The original potential Part 21 concern arose because the results generated. from the current model, which supports analyses containing these additional parameters, appear different from the results obtained using the original model.
Crane claims to have supplied its customers with the analyses they requested. When the scope of these analyses came into ouestion, Crane contacted its customers and holds itself available to support any customer in better understanding and predicting MOV behavior. In addition, trane provided its customers, on request, with an cnalysis using the current model. Lastly, Crane concludes that data supplied in prior analyses does not constitute a reportable Itom under Part 21.
EMEB closed 95024 as CTBlo continuing to track the issue under 94292. The ETS disposition for 95024 refers to

Th3 ETS disposition for 95006 refers to 95024: EMEB reviewed 95024, charactertred it as Crane's weak link cnalysis, and initially believed that 95006 was related to 95024. On further review, however, EME8 determined this yoke / adapter plate weld issue (the yoke shim issue) has been adequately addressed.
