I was one of the few invited. I do not know the reasoning behind the invitation only meeting. What I do know is looking at those invited, I was (again) struck by the lack of large electricity users and the lack of those responsible for managing critical infrastructure. The NRC, California Energy Commission and Public Utility Commission have all failed to take into account our critical infrastructure and the formation of critical information protection (CIP) management of which "Electricity" has been first on the list since about a week after the 911 attack on America. Any of the politicians or government employees we have seen at the NRC/SONGS meetings have not been doing their job by not brining up electricity as part of our critical infrastructure. At the meetings I have been. silent on that point to see just how many of those being paid by taxpayers and/or ratepayers would not bring up electricity and other critical infra&tructure requiring electricity. Everyone of those "public servants" that spoke against bringing SONGS back online or delaying bringing SONGS back online as soon as possible and did not mention it being part of our critical infrastructure is taking a paycheck, benefits and the space provided to them is perpetrating fraud on American citizens and should have already been fired and replaced with a competent person who cares for Americans. I was waiting also to see if we would see a person from any of the first responders or the California Emergency Management Agency (Cal EMA) show up. None have. So far it seems all the hearings have been to accommodate organized minorities in the form of nuclear people instead of us responsible citizens requiring reliable electricity under what has become the NRC's guise of openness. The NRC may be fulfilling laws, rules and regulations but its become a farce. As long as the likes of Boxer, Markey, Kennedy, Read and others can intimidate the person in charge of the NRC to not do their job, nuclear power and the American people will suffer increasing economic consequences and life in a less safe country. The ratepayers and taxpayers deserve much better. What is happening with San Onofre (and Fukushima) is affecting nuclear power world wide. Japan with no natural resources, a declining population and without nuclear power will fail first and most likely be taken over by China. We are fortunate in having significant natural resources and even though changes in public policy caused by organized minorities is preventing us from using them appropriately we will last longer. After two years and three months Japan is still floundering because they won't get (accept) the help they need. In California we are still floundering as organized minorities are being placated instead of knowledgeable people fixing the San Onofre steam generators. I have been attending critical infrastructure protection meetings since 911. Here are some definitions used: 1 "The Electric Power critical infrastructure is unique in that it supports all 17 other critical infrastructure and key resource sectors. Today's complex, digital world simply requires electric power for all or certain aspects of most business and consumer activities." One State .... (not California) "The ultimate security objective of the electric generation owners and operators is to maintain the physical and cyber security of their facilities in order to ensure the adequacy of supply to the electric grid system. To reach this goal, the industry must protect its most critical assets. Some of the electric generation industry's key assets include the generation facility and equipment, fuel supply, transmission lines, substations and switchyards directly connected to the generation site and the facility control systems." Like in so many other sectors California is lost its way. I will let you know what goes on at the meeting. Over the past seventeen months, I have been waiting for responsible people to take over the dialogue and actions to get the San Onofre Nuclear Power Plants back online providing electricity as part of the Critical Infrastructure Protection (CIP) for California . What should be an embarrassment to every politician is not. The dialogue over San Onofre is dominated by anti-nuclear people instead of responsible and knowledgeable people in the nuclear power community that has made it safe and reliable over the past 60 plus years. The NRC should at the least be embarrassed. Is the legacy of the likes of Barbra Boxer, Ed Markey, Ted Kennedy, Harry Read and others going to dominate decisions? Or are the good people in the NRC going to stand up and be counted? Protection. aspx 4 The above it but a fraction of the government (state & federal) information on energy including nuclear power the NRC seems to not be cognizant of that applies to San Onofre. We have spent trillions on national security and CIP since the 911 attack on America. What I have seen so far with the easily solvable problem with steam generator tubes driven by organized minorities is exactly what occurred during the "Lost Decade" leading up to the 911 attack on America killing 3,000 people and then costing us $100 million a day since. I note with concern the lack of large electricity users and CIP facility manager invitees to the upcoming "NRC by invitation only" meeting. What is the reasoning to not invite them but yet invite (about every known) anti-nuke working overtime to harm California and the entire American economy? So you know I have attended well over 60 national CIP meetings since about a week after the 9/11 attack on America , and this is my 50 1 h year associated with nuclear power since joining the Navy in 1963.
