Itisalsoourviewthatanyadditionaltechnicalspecifica-tionamendmentstothesefourplantsortoanyoftheothersixwnicharerelatedtofueldensification(VermontYankeeNuclearPowerCorporation,ALAB-167,HAI-73-12,December20,1973(SlipOp.p.8}:...eventhoughnotthoughttobehazardousinthelightoffurtherstudy,wouldatleast"present"or"involve"asignificanthazards"consideration".Inshort,withrespecttoanyfuturechanges,webelieveanoticeforopportunityforhearingisrequired.Finally,wewishtore-emphaizeouroppositiontothepracticeofthevendorandtheutilityandtheregulatorystaffinthispoceedingbywhichwearenotpermittedtoseeallrelevantinformationuntilweeksormonthsafteritisgenerated.Nerequestthatanorderbeissueddirect:gallutilitiesinvolved,allvendorsinvolvedanQtheregulatorystafftomakeimmediate,simultaneousandidenticalserviceonusofalldocumentsreceiveQbytheAECoranyofitsemployees,sentbytheAECorgeneratedbytheAEC.ThisshouldincludeallproprietarydataanQinternalmemorandaexcepttotheextenttheStaffbel'ievesthelatterareentitled~toandshoudlbeexemptedunderthel"reedomofInformationAct.
