ATTACHMENT1SnosisofChanesTS6.5.1.1-TheessenceofthiscurrentspecificationisincludedintheQAProgramparagraph2.Paragraphs1.and2.weretakendirectlyfromANSIStandardN18.7-1976,Section4~*TS6.5.1.2-RG&EsubmittedanLARdatedMarch23,1992requestingthatthetitlesofPORCpersonnelbereplacedwithfunctionalareasunderPORCreview.ThiswouldallowPORCmembertitlechangesaslongasthefunctionalareasaremaintained.TheNRCrespondedtothisLARinaletterdatedNovember12,1992requestingadditionalinformationregardingthenumberofPORCmembers.InmovingtherequirementstotheQAProgram,paragraph3.,thefunctionalareasofthePORCareincluded.ThesefunctionalareashavebeenchosentoagreewiththecurrentPORCfunctionsasperformedbythepersonnelwhosetitlesarelistedintheTechnicalSpecifications.ThenumberofregularmembersisnowlistedintheQAProgram,paragraph4,asaminimumof5andmaximumof9(8functionalareaspluschairman).ThisresolvesthecommentinNRCletterdatedNovember12,1992.ThenumberoffunctionalareasdelineatedintheQAProgramis8.ThecurrentTechnicalSpecificationslisttheTitlesof12individuals.Thisdifferenceisnotareductioninsafety,becausethefunctionalareasnecessarytoperformadequatereviewsbyPORCareencompassed.3.4~5.TS6.5.1.3-ThisrequirementisincludedintheQAProgram,paragraph4.TS6.5.1.4-ThisrequirementisincludedintheQAProgram,paragraph4.*TS6.5.1.5-ThisrequirementisincludedintheQAProgram,paragraph3.and4.TheQAProgramstatesthatthequorumsizemeetsANSI/ANS3.2-1988,Section4.3,whichrequiresaquorumconsistingofachairmanoradulyappointedalternateandamajorityoftheremainingmembersortheirdulyappointedalternates.Inaddition,paragraph4.oftheQAProgramrequiresthatthenumberofalternateswillnotexceedaminorityofthenumbermakingupthequorum.ThiscombinationofrequirementsmeetsboththeANSIstandardandthecommentmadebytheNRCinaletterdatedNovember12,1992thatifthenumberofmembers"isnotafixednumber,thenthequorumrequirementofSection6.5.1.5shouldberevisedtoreflectthestaffpositionthatthequorumshouldbeamajorityoftheregularmembers."ProcedureA-205,willimplementthisQAProgramrequirement.

ATTACHMENT1SnosisofChanes6.TS6.5.1.6-ThisspecificationcoversthePORCscopeofreview.TheQAProgramrequiresthatthePORCscopeofreviewmeetANSI/ANS3.2-1988,Section4.3.1.IncitingthisANSIStandard,notallofthespecificitemsinthe,existingSpecificationareindividuallylisted,however,thePORCscopeofreviewisnotreduced.Additionalinformationisprovidedinitems7.through15.below.7~*TS6.5.1.6a,b,d-TheANSIStandardrequiresthatthePORCreviewallsafetyevaluationsrequiredunder10CFR50.59.RG&E'ssafetyevaluationprocessrequiresanassessmentorscreeningofallplantchangestodeterminetheirsafetysignificanceandtheneedtoperformawrittensafetyevaluation.10CFR50.59encompasseschangestothefacility,changestoprocedures,andtestsandexperiments.Therefore,incitingtheANSIStandard,PORCreviewofthesubjectareasspecifiedinTS6.5.1.6.a,b,anddareencompassed.Withrespecttoprocedurechanges,manyprocedurechangesareeditorialorinconsequentialandhavenosafetysignificance.Therefore,itisappropriatetoemployaprocesswherebyanindependenttechnicalreviewisperformedoftheproposedprocedurechange.Aqualifiedandindependentreviewer,appointedbyPORCorthePlantManager,willalsoconductareviewoftheproposedprocedurechangetodetermineitspotentialsafetysignificanceandtheneedforaPORCreview.TheabsenceofsuchanindependentreviewessentiallyforcesPORCtoconductareviewofallproposedprocedurechangesthathavenosignificance,insteadofthegroupofthosechangesthatpotentiallymayimpactsafety.Allchangesthatreceiveawrittensafetyevaluationunder10CFR50.59arerequiredtobereviewedbyPORC.Othersmaynotresultinanimpactonsafetyandawrittensafetyevaluation,butareselectedforPORCreviewbytheindependentandqualifiedreviewer.Theremainingchangeshavenosafetysignificance,areeditorialorinconsequentialanddonotrequirePORCreview.ThisprocessisdescribedintheQAProgram,Section6.
