REQUEST FOR ADDITIONAL INFORMATION (RAI) SOUTHERN NUCLEAR OPERATING COMPANY. INC. EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 RELIEF REQUESTS P-2, P-5, and P-9 Letter from the Southern Nuclear Operating Company, Inc. (SNC), to NRC, "Submittal of the lnservice Testing Program Relief Requests and Alternatives for Pumps and Fifth Ten-Year Interval," for Edwin I. Hatch Nuclear Plant, Units 1 and 2, Docket Nos. 50-321 and 50-366, dated May 4, 2015 (Agencywide Documents Access and Management System Accession No. ML 15124A904). RAl-P-2-1: In the Relief Request P-2, "Reason for Request, the second paragraph, states that "The Standby Liquid Control (SBLC) Pumps operate at 370 revolution per minute (RPM) (6.2 Hz), which corresponds to a required instrument range of 2.06 Hz to 1000 Hz. The minimum frequency response range of Plant Hatch IST Program instrument is 2.5 Hz, which does not satisfy the code requirements." Please explain and justify the reason for not installing the instruments meeting the Code requirements. The U.S. Nuclear Regulatory Commission (NRC) staff has learned these instruments (meeting the Code requirement) can now be procured from various suppliers at reasonably low cost due to technology advancement and research work performed in the field of instrumentation. (See NUREG-1482, Revision 2, Section 5.13) RAl-P-5-1: Relief Request P-5, Item 5 of "Reason for Request," states, in part, that "The OM Code imposes more stringent hydraulic acceptance criteria on these pumps than for centrifugal or positive displacement pumps. These more stringent hydraulic acceptance criteria place more emphasis on detection of degradation through hydraulic test data than through mechanical test data." The NRC staff reviewed Subsection ISTB of the ASME OM Code, and was unable to confirm the above statement. Please explain and clarify the statement. RAl-P-5-2: Please provide the performance history of these pumps while using the alternative location of these pumps to show that there is no degradation. Also provide the measured vibration values in the previous 10-year interval at the proposed alternative pump's location. Enclosure
