EDWIN I. HATCH NUCLEAR PLANT, UNIT 2 - CORRECTION OF RELIEF REQUEST HNP-ISI-RR-05-02 ALLOWING TO CONTINUE OPERATION WITH A FLAW INDICATION ON ONE REACTOR PRESSURE VESSEL CLOSURE BOLT UNTIL DECEMBER 31, 2025 (EPID L-2022-LLL-0018)

Dear Mr. Brown:

By letter dated February 6, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19035A550), the U.S. Nuclear Regulatory Commission (NRC) authorized a relief request HNP-ISI-RR-05-02 for Edwin I. Hatch Nuclear Plant (Hatch), Unit 2.

The NRC authorized relief to Southern Nuclear Operating Company (SNC, the licensee) to continue operation of Hatch Nuclear Plant, Unit 2, with a flaw indication on reactor pressure vessel (RPV) closure bolt #33 on the basis of impracticality.

By letter dated October 27, 2022 (ML22300A259), Southern Nuclear Operating Company (SNC, the licensee) submitted a supplement to alternative request HNP-ISI-RR-05-02, to inform the NRC that the licensee discovered an error in two inputs to its evaluation report C-3944-00-01, Revision 0. The licensee described the input error, assessed its impact on alternative request HNP-ISI-RR-05-02, and included Revision 1 of C-3944-00-01 that reflects the changes to the two inputs. SNC stated that the conclusions in C-3944-00-01, Revision 1, remain the same as those in C-3944-00-01, Revision 0.

The NRC staff reviewed the two inputs that were in error in C-3944-00-01, Revision 0, and the licensees assessment of the impact of the error on HNP-ISI-RR-05-02. The NRC staff noted that the two inputs were isolated values that were incorrectly taken from the source report.

Based on its independent review, the NRC staff determined that the two input errors do not invalidate the basis for the NRCs 2019 authorization of HNP-ISI-RR-05-02. The corrected inputs applied to the licensees calculations resulted in stress values that remain below the American Society of Mechanical of Mechanical Engineers Code allowable stress values.

Therefore, the NRC staff concludes that alternative request HNP-ISI-RR-05-02 remains valid for the current in-service inspection interval that ends December 31, 2025.
