MF6326) On June 22, 2015, a Category 1 public pre-application teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Dominion Nuclear Connecticut, Inc. (DNC, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss DNC's planned license amendment request (LAR) submittals regarding its analysis for small-break and large-break loss-of-coolant accidents (SBLOCA and LBLOCA) in support of the spring 2017 fuel upgrade plan for Millstone Power Station, Unit No. 2 (MPS2). The meeting notice and agenda, dated June 10, 2015, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15161A423. The licensee's slides are available in ADAMS at Accession No. ML15198A343. The licensee presented a summary of the following:

  • Background on the proposed fuel product upgrade at MPS2;
  • Licensing overview for the fuel product upgrade;
  • License amendment description for SBLOCA analysis;
  • License amendment description for LBLOCA analysis;
  • Timeline and schedule for submittal and implementation and;
  • Future Dominion and NRC interactions. The licensee stated that the submittal is necessary to implement the AREVA Standard CE14 HTP Fuel Assembly design using the M5 fuel cladding for the MPS2 spring 2017 Cycle 25 outage. The licensee indicated that both LAR submittals would reference the draft safety evaluations for the respective AREVA topical reports being reviewed by the NRC staff. The licensee plans to submit the LAR applications for SBLOCA and LBLOCA in July 2015 and October 2015, respectively. DNC intends to request NRC approval for both LARs by October 2016.

No members of the public were in attendance, and no feedback forms were received. No decisions were made regarding the acceptability of DNC's proposed submittals. LICENSEE: Dominion Nuclear Connecticut, Inc.
