MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE OVERSIGHT PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. An internal panel meeting was held on March 5, 2004. Attached for your information are the minutes from the internal meeting of the Davis-Besse Oversight Panel.

MEETING MINUTES: Internal IMC 0350 Oversight Panel Meeting Davis-Besse Nuclear Power Station DATE: March 5, 2004 TIME: 1:30pm CT ATTENDEES:

- 1. Discuss/Approve Todays Agenda The Panel approved the agenda, but modified the order of presentations. THE APPROVED AGENDA REFLECTS THE ORDER LISTED IN THESE MINUTES.
- 2. Discuss Communications Issues and Potential Allegations J. Shea led a discussion of communications issues and potential allegations.
The Panel discussed an email from P. Blanch to A. Mendiola from 3/4/04 at 4:00PM, "Documentation of NRC Phone Call regarding Davis-Besse." The Panel determined that this was not an allegation but should be responded to. A. Mendiola took action to respond to P. Blanch on March 8, 2004.
The Panel discussed an email from the NRC Headquarters Operations Officer 1 to A. Kock, B. Clayton, and J. Heller, from 2/28/04 at 8:23AM, "CONCERNED INDIVIDUAL." D. Passehl took action to check earlier Panel minutes to determine how this issue was dispositioned.
The Panel discussed a March 3, 2004, letter from H. Whitcomb. The Panel determined that response to this letter should be addressed along with the response to his 12/14/04 letter.
- 3. Discuss Corrective Action Team Inspection Report J. Grobe mentioned that the Corrective Action Team Inspection Report (IR 03-10) should be issued soon.
- 4. Discuss Plant Status and Inspector Insights and Emergent Issues S. Thomas led a discussion of plant status and inspector insights and emergent issues.
- 5. Discuss Communication Matrix J. Shea mentioned that comments on the communication matrix should be sent to himself. J. Strasma mentioned receipt of a report from the Public Interest Research Group, "Lessons not Learned."
- 6. Discuss Communications Plan Implementation of T-1 and T=0 J. Grobe led a discussion of communications plan implementation at T-1 and T=0.
- 7. Discuss White Finding on HPI J. Grobe mentioned that the White Finding on the high pressure injection (HPI) pump design deficiency should be issued today by J. Caldwell.
- 8. Discuss Action Items C. Lipa led a discussion of open action items. There were no action items opened or closed.
- 9. Discuss Milestones and Commitments The Panel discussed upcoming milestones and commitments.
