Nuclear Regulatory Commission (NRC) requests for additionalinformation (RAls) regarding a proposed license amendment to transition the Donald C. CookNuclear Plant (CNP), Units 1 and 2, to an National Fire Protection Association Standard 805(NFPA 805) based fire protection program.Documents referenced in this transmittal letter are identified in Enclosure 2. By Reference 1 and 2,I&M proposed to amend CNP Units 1 and 2 Facility Operating Licenses DPR-58 and DPR-74 toadopt a new fire protection program based on NFPA 805, in accordance with 10 CFR 50.48(a)and (c). Reference 1, Enclosure 2, hereafter referred to as the Transition Report, providedinformation associated with the CNP transition to NFPA 805. By References 3 and 4, the NRCtransmitted the first round of RAIs regarding the proposed amendment. References 5, 6, and 7transmitted I&M's responses to the Reference 3 and 4 RAIs. By Reference 8, the NRC transmitteda second round of RAIs. Reference 9 provided I&M's responses to the Reference 8 second-roundRAIs, except for RAI-54.b. Reference 8 and 9 documented A&M's intention to provide the responseto RAI-54.b no later than November 9, 2012. This letter provides I&M's response to RAI-54.b.Reference 9 also documented I&M's intention to provide two revised tables to replace tables thatwere included in the Transition Report provided in the original amendment request (Reference 1).The first table, Table B-i, "Transition of Fundamental Fire Protection Program and Design Elements(NFPA 805, Chapter 3)," has been revised to incorporate changes identified in Reference 9 andchanges resulting from responses to the first round of RAIs, along with the necessary re-pagination.Security-Related Information -Withhold From Public Disclosure Under 10 CFR 2.390.Enclosures 3 and 5 to this letter contain security-related information.Upon removal of Enclosures 3 and 5, this letter and other enclosures are uncontrolled.

Nuclear Regulatory Commission AEP-NRC-2012-101Page 2The second table, Table W2, "Fire Initiating Event Scenarios Contributing More than 1% of theCalculated Fire Risk for Unit 2," has been revised to correct a discrepancy in which risk relatedvalues in the three right columns of the table were inadvertently transposed.Enclosure 1 to this letter provides an affirmation statement. Enclosure 2 identifies documentsreferenced in this letter and Enclosure 3. Enclosure 3 provides I&M's response to Reference 8,RAI-54.b. Enclosure 4 provides a revised Table B-1. Enclosure 5 provides a revised Table W2.Copies of this letter and its enclosures are being transmitted to the Michigan Public ServiceCommission and Michigan Department of Environmental Quality, in accordance with therequirements of 10 CFR 50.91.
