l-Tnis refers to your letter dated October 26, 1981, in response to our j

letter dated September 24, 1981.

Thank you for informing us of the corrective and preventive actions documented in your letter. With regard to Violation A, we understand that inservice

!

testing of the Reactor Building Closed Cooling Water (RBCCW) and Service i

Water System (SWS) pumps is not currently being conducted in compliance j

with the ASME Code due to the lack of adequate flow measuring instrumentation.

j Also, the testing of the Containment Spray (CS) pumps does not evaluate

'

inlet pressure due to the lack of available instrumentation. We understand that you plan to install the needed permanent instrumentation during the

,

1982 refueling outage and will then implement revised testing procedures which will complete your schedule for achieving conformance with the Inservice

.

Testing Program Requirements. This understanding is based on discussions

!

between Mr. Laggart of your staff and Mr. Rekito of this of fice on December 4

)

Regarding Violation B, Example 2, at the time of the inspection, j

the pipe weld end preps were bare without any protection. We do not agree that storage on a pallet alone provides protection in accordance with the

l standard.

Since the pipe sections are required to be covered, capped or i

plugged (see example 1), this protection should be designed to include

!

physical protection of the weld end preps. These actions and the others

documented in your letter will be examined during future inspections of I

your licensed program.

If our understanding of your planned actions is not in accordance with the

,

actual plans and actions being implemented, please contact this office.
