notwithstanding our earlier conversations on the proper course of action wrt the w3 oi reports, thru a short dialogue w/ lieberman, i think that he will want to have a converstation via the weekly enforcement call w/ r4 on these w3 log falsification problems. the outcome (ncv) may very well be the same. based on your comments, it did not sound like the reg would be ready to discuss these for a week or so. let me know.
i mark ps - w3 has a history of these problems. ask greg pick (or better yet steve campbell who was the actual inspector) about a 1993ish issue [and violation, if my memory serves me] at w3 re:
inadequate watch performance that in many people's view (primarily bill beach) was deliberate and should have been considered for escalated enforcement.
