SHIPMENT OF FUEL CLADDING FOR RECYCLE FOUND TO CONTAIN TWO UNIRRADIATED FUEL PELLETS On June 5,1998, Siemens Power Corporation (SPC) notified the NRC, Region IV, that Manufacturing Sciences Corporation (MSC) had retumed a shipment of zirconium cladding after discovery of two unirradiated fuel pellets within the cladding. SPC had contracted with MSC to decontaminate and recycle the cladding and made the shipment in late 1997. The occurrences were reported to SPC on January 28 and May 28,1998. After the second pellet was found, it was decided to retum the entire shipment to SPC. The cause of the two fuel pellets remaining in the cladding is under investigation. MSC notified the state of Tennessee of this occurrence. The presence of these two uranium fuel pellets did not result in MSC exceeding their state of Tennessee license limit on the amount of uranium-235 that MSC is allowed to possess at any one time. The retumed cladding will be examined by SPC to determine if there are other fuel pellets remaining in the cladding.
NRC Region IV will perform a follow-up review of this occurrence to determine if any regulations or procedures were violated during the next inspection of SPC on June 15,1998.
