The primary fbcus of this ioutine announced material control and accounting (h1C&A) inspection was to assure compliance with the licensee's I undamental Nuclear hiaterial Control Plan (FNh1CP) and supporting internal procedures which are implemented to provide appropriate i

safeguards of licensed nuclear materials (Nht).

The areas examined during this routine announced hic & A inspection were :

hianagement Structme hicasurements Measurement Control Physical Inventory Assessment Record keeping The inspectors employed a modified inspection approach which emphasizes that the inspecti~n rationale be " risk informed and perfonnance based."

-The inspect.an objectives were:

• Tour the facility with emphasis on the dry conversion processing line.

. - Select samples from the licensee's perpetual and physical nuclear materials inventory.

examine source infbrmation and observe plant activities to assure commitments are met and procedures are being Ibliowed.

Select test samples of the licensee's standard error of the inventory difference (SEID) and a

trace them to the retained source measurement and measurement control information.
