j During an NRC inspection conducted on December 2-5,1996, a violation of NRC

! requirements was identified. In accordance with the " General Statement of Policy j and Procedures for NRC Enforcement Actions," NUREG-1600, the violation is

listed below:

t i Safety Condition S-1 of SNM License 1227 authorizes the use of licensed i materials in accordance with the statements, representations, and i

conditions contained in Part I of the licensee's application dated

! October 28,1996, and revised pages submitted with letter dated l November 11, 1996.  ;

1 i Section 4.1.4.1, Criticality Safety Specifications, of Part I of the J application, requires that Criticality Safety Limit Cards contain a concise

{

statement of CSS [ Criticality Safety Specification l or CSA [ Criticality l Safety Analysis] limits applicable to an operation or area.

Contrary to the above, on April 17, 1996, the licensee failed to update the j posted Criticality Safety Limit Card for the UF. cylinder wash operation to j reflect a change in the CSS limit from a " safe batch operation" to "one l l thirty-inch UF. cylinder containing less than 15 kgs UF.."

! This is a Severity level IV Violation (Supplement VI).

! Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. l 1 20555 with copies to the Regional Administrator, Region IV, and Chief, Fuel l l Cycle Operations Branch, Division of Fuel Cycle Safety and Safeguards, NMSS, l

! within 30 days of the date of the letter transmitting this Notice of Violation l (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that

have been taken and the results achieved, (3) the corrective steps that will be j taken to avoid further violations, and (4) the date when full compliance will be
achieved. Your response may reference or include previously docketed
