SUMMARY

OF JANUARY 26, 2022, MEETING WITH THE TECHNICAL SPECIFICATIONS TASK FORCE REGARDING DRAFT TRAVELER TSTF-591, REVISE RISK INFORMED COMPLETION TIME (RICT) PROGRAM On January 26, 2022, an Observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Technical Specifications Task Force (TSTF). The meeting was a pre-submittal teleconference to discuss draft traveler TSTF-591 Revise Risk Informed Completion Time (RICT) Program" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21316A237). The meeting notice is available in the ADAMS at Accession No. ML22024A453. A list of attendees is enclosed.

NRC staff provided the following observations on the draft traveler:

For the proposed Technical Specification (TS) 5.6.8.c, RICT Program Upgrade Report, any language proposed must be clear and avoid any ambiguity for the use of a Newly Developed Method (NDM) in the RICT program. The TSTF clarified that any non-closed Findings and Observations (F&Os) on the method itself would require NRC approval before use. NRC staff further clarified that there are two peer reviews for NDMs: (1) the technical review of the method and (2) the review for implementation of the method. For the NDM to be acceptable for use in the RICT program, there can be no open F&Os resulting from the technical peer review, however an NDM can be used for the RICT program with open F&Os from the implementation peer review.

V. Cusumano 2.

To avoid conflict with use of the word approach as defined in the glossary of terms in the Regulatory Guide 1.200, Revision 3, the NRC staff recommended the TSTF consider alternate language.

For the proposed TS 5.6.8, a timeliness factor must be included for submittal of the RICT Program Upgrade Report. The draft traveler TSTF-591 does not provide a timeframe for when the report must be submitted to the NRC.

The TSTF agreed to address comments 1 and 2 when submitting the traveler for review. The NRC staff and TSTF agreed that comment 3 can be addressed during the review of the traveler and may require requests for additional information.

The public had no comments.
