SUMMARY

OF THE JULY 15, 2010, NRC MEETING WITH THE TECHNICAL SPECIFICATIONS TASK FORCE On July 15, 2010, the U.S. Nuclear Regulatory Commission (NRC) staff met with the Technical Specifications Task Force (TSTF) to discuss technical issues and administrative processes related to TSTF Travelers. The meeting was held at EXCEL Services Corporation, 11921 Rockville Pike, Suite 100, Rockville, MD 20852. A list of the meeting attendees is enclosed.

The meeting notice and agenda, dated June 30, 2010, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML101810104.

The NRC staff and TSTF representatives discussed the topics as presented on the agenda.

These topics included: issues related to completing Revision 4 of Improved Standard Technical Specifications (ISTS); the Traveler administrative review and publication process; the status of the fourteen Travelers currently under NRC review; issues related to previously approved Travelers; and other technical issues facing the industry that are generically related to technical specifications.

Formal presentations were not given at this meeting; rather, the meeting was conducted in an open discussion format for each item on the agenda. For selected agenda items, the NRC staff provided handouts to facilitate discussion and/or serve as an information exchange. These handouts are listed below and are publicly available in ADAMS. Their associated agenda item designation is also listed.

J. Jolicoeur Follow-up Actions The following action items were noted:

1. Under Agenda item III.B, the TSTF asked if the NRC could re-examine the Traveler review process for possible improvements. Specifically, the TSTF suggested that the NRC could examine the necessity for noticing in the Federal Register, and perhaps align the Traveler process with the Topical Report process. The NRC staff indicated they would look into the background on why the Traveler review process is conducted the way it currently is.
2. Under Agenda item IV.D, NRC staff and the TSTF agreed to schedule a public meeting (in person or by teleconference) to discuss final changes to the TSTF-500 model application resulting from comments provided by the TSTF during the Notice for Comment period.
3. Under Agenda item IV.F, the NRC provided a handout containing comments and questions on TSTF-508 that were raised during the concurrence process. The TSTF indicated they would get some more information on the issues and provide a response to the NRC in writing.
4. Under Agenda item IV.H, the NRC stated that TSTF-513 must be revised to include only the portions that address the issues raised in Regulatory Issue Summary (RIS) 2009-02, and thereby provide a generic resolution that will allow the NRC to lift existing enforcement discretion. The current revision of TSTF-513 included additional changes that were not eligible for the fee exemption previously granted for the intended limited scope of changes. The staff also indicated that TSTF-514 would need conforming changes. As a result, the NRC staff committed to email the TSTF markups of both TSTF-513 and TSTF-514 that reflected the specific changes needed. These markups were transmitted on July 16, 2010 (ADAMS Package No. ML102030081). The TSTF stated they would submit revised Travelers by August 6, 2010.
5. Under Agenda item V.A, the NRC staff provided a handout containing topics for a TSTF-493 workshop. The TSTF took an action to determine how best to coordinate and conduct the workshop, indicating that they would likely try to have it coincide with other related industry meetings.
6. Under Agenda item V.B, the NRC indicated they would further review an issue with the published Notice of Availability for TSTF-501, and determine a path forward to potentially revise and re-publish the models as a means to allow the affected one-third of licensees to adopt TSTF-501 under the consolidated line item improvement process (CLIIP).
7. Under Agenda item V.C, the NRC staff stated they would communicate their action plan after internal alignment is achieved.
8. Under Agenda item VI.A, the NRC stated that the Clinton TIA will not be rescinded, but that the staff recognizes and is still determining the best way to address the generic issues surrounding SR 3.0.2 and SR 3.0.3. The NRC staff will communicate their planned path forward when it is finalized.

J. Jolicoeur 9. Under Agenda item VI.D, the NRC staff committed to providing, in writing, a clarification on the notes associated with SR 3.8.4.3 and SR 3.8.6.6.
