Watts Bar Nuclear Plant 2021 Annual Radioactive Effluent Release Report The purpose of this letter is to provide the Tennessee Valley Authority (TVA) Watts Bar Nuclear Plant (WBN) Annual Radioactive Effluent Release Report (ARERR) for the period of January 1, 2021 to December 31, 2021. The enclosed annual report is being submitted to the Nuclear Regulatory Commission (NRC) in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 50.36a and the WBN, Unit 1 and Unit 2, Technical Specification (TS) 5.9.3, that requires the ARERR be submitted prior to May 1st of each year.

The enclosure provides the required effluent release data. The enclosure includes information related to the Independent Spent Fuel Storage Installation (ISFSI), documents any deviations which have occurred from Offsite Dose Calculation Manual (ODCM) requirements, addresses any radioactive effluent monitoring instrumentation which was inoperable for greater than 30 days, and provides corrections to previous annual reports. Revision 6 of the Two-Unit ODCM, dated November 16, 2020, remains in the current revision.

GaseousEffluents Concentrationlimitsforgaseousreleasesaremetthroughcompliancewiththe maximumpermissibledoseratesforgaseousreleasesasdefinedinplantOffsiteDose CalculationManual(ODCM)andpresentedinSectionIIsubsectionA.1ofthisreport.

LiquidEffluents Theeffluentconcentrationlimits(ECL)forliquidsarethoselistedin10CFR20, AppendixB,Table2,Column2.Fordissolvedandentrainedgases,theECLof2.0E04 Ci/mlisapplied.ThisECLisbasedontheXe135concentrationinair(submersiondose) convertedtoanequivalentconcentrationinwaterasdiscussedintheInternational CommissiononRadiologicalProtection(ICRP),Publication2.

C. AverageEnergy WattsBarNuclearPlant's(WBN)ODCMlimitsthedoseequivalentratesduetothe releaseofnoblegasestolessthanorequalto500mrem/yeartothetotalbodyandless thanorequalto3000mrem/yeartotheskin.Therefore,theaveragebetaandgamma energies(E)forgaseouseffluentsasdescribedinRegulatoryGuide1.21Revision1, "Measuring,Evaluation,andReportingRadioactivityinSolidWastesandReleasesof RadioactiveMaterialsinLiquidandGaseousEffluentsfromLightWaterCooledNuclear PowerPlants,"arenotapplicable.

D. Measurements&ApproximationsofTotalRadioactivity RadioactivitymeasurementsperformedinsupportoftheWattBarNuclearPowerPlant ODCMmeettheLowerLimitofDetectionrequirementsgiveninODCMTable2.21and Table2.22.

GaseousEffluents FissionandActivationGases Airborneeffluentgaseousactivityiscontinuouslymonitoredandrecorded.Weekly grabsamplesfromtheauxiliarybuildingandmonthlygrabsamplesfromtheservice buildingaretakenandanalyzedtodeterminethequantityofnoblegasactivityreleased basedonthetotalflowsforthesampleperiod.Also,noblegassamplesarecollectedand evaluatedfollowingstartup,shutdownorratedthermalpowerchangeexceeding15 percentwithinonehour.SamplingisonlyrequiredifdoseequivalentI131concentration intheprimarycoolanthasincreasedmorethanafactorofthreeorifthenoblegas activitymonitorindicatesthatthecontainmentactivityhasincreasedmorethanafactor ofthree.

Theconcentrationofnoblegasesreleasedthroughtheshieldbuildingexhaustsdueto purgingcontainmentisdeterminedbyusingthepurgemonitorresponseincombination withcontainmentairsamplesobtainedpriortoeachpurge.Thequantityofactivity releasedduringthepurgeisdeterminedusingtheduration,flowrate,andconcentration ofnoblegasesforeachpurge.Also,noblegassamplesarecollectedandevaluatedfor ongoingcontainmentpurgesfollowingstartup,shutdown,orratedthermalpower changeexceeding15percentwithinonehour.SamplingisonlyrequiredifDEI concentrationintheprimarycoolanthasincreasedmorethanafactorofthreeorifthe noblegasactivitymonitorshowsthatthecontainmentactivityhasincreasedmorethana factorofthree.

Thequantityofnoblegasesreleasedthroughtheshieldbuildingexhaustsduetothe batchreleaseofwastegasdecaytanksaredeterminedbysamplingeachtankpriorto release.Totalactivityreleasedisdeterminedfromtotaltankpressurechangerecorded duringtherelease.

IodinesandParticulatesinGaseousReleases lodineandparticulateactivityarecontinuouslysampled.Weeklycharcoaland particulatesamplesaretakenfromtheshieldbuildingexhaustsandauxiliarybuilding exhaustandfromthecondenservacuumexhaustsduringperiodsofprimaryto secondaryleakage.Thesesamplesareanalyzedatleastweeklytodeterminethetotal activityreleasedfromtheplantbasedonthetotalventflowsrecordedforthesampling period.Also,particulateandcharcoalsamplesaretakenfromtheshieldbuilding exhausts,auxiliarybuildingexhaust,and(whenaprimarytosecondaryleakexists) condenservacuumexhaustsonceper24hoursfor7daysfollowingstartup,shutdown,or aratedthermalpowerchangeexceeding15percentwithinonehourifdoseequivalentl 131concentrationintheprimarycoolantorthenoblegasactivitymonitorshowsthat thecontainmentactivityhasincreasedmorethanafactorofthree.

Carbon14inGaseousReleases TheCarbon14productionandeffluentsourcetermestimateswerebasedonEPRI methodologyprovidedinEPRIReport1021106,"EstimationofCarbon14inNuclear PowerPlantGaseousEffluents,"datedDecember2010.Itwasdeterminedin2021that 9.43curiesofCarbon14wasgeneratedfromUnit1and9.63curiesofCarbon14was generatedfromUnit2.However,only98%isconsideredreleasedasgasandonlythe carbondioxideform(20%)ofthatisusedinthegaseousdosecalculations.

2.

LiquidEffluents Batch(RadwasteandCondensateDemineralizerDrains)

Totalgammaisotopicandtritiumconcentrationsaredeterminedoneachradwaste batchtankpriortorelease.Thetotalactivityofabatchreleaseisobtainedby determiningtheconcentrationofeachnuclideandthenmultiplyingbythevolume dischargedtoarriveatthecurieactivityforeachnuclide.Thecuriesofeachnuclideare thensummed.Compositesamplesaremaintainedandanalyzedmonthlyforgrossalpha andquarterlyforiron55,strontium89,andstrontium90.Duringperiodsofno significantidentifiedprimarytosecondaryleakage,compositesamplesarenot maintainedforbatchreleasesfromthecondensatedemineralizertankreleases.During periodsofnosignificantidentifiedprimarytosecondaryleakageorwhenthecondensate demineralizertanksaredischargedtotheturbinebuildingstationsump,thefeedwater tritiumconcentrationsareusedtodeterminethecuriesoftritiumreleasedfrom condensatedemineralizertank.

ContinuousReleases(TurbineBuildingStationSump(TBSS),SteamGenerator Blowdowns(SGB),andGroundwaterSump(GWS))

Duringperiodsofnosignificantidentifiedprimarytosecondaryleakage,thevolume releasedfromtheTBSSandSGB'sareobtained.TheTBSStritiumconcentrationis determinedviaweeklygrabsamples.Thefeedwatertritiumconcentrationsareusedto determinethecuriesoftritiumreleasedfromSGB's.TheGWSissampledmonthlyand analyzedforgrossgammaandtritiumonamonthlybasis,andforSr89,Sr90,andNi63 onaquarterlybasis.Thetotalactivityreleasedisobtainedbydeterminingthe concentrationofeachnuclideandthenmultiplyingbythevolumedischargedtoarriveat thecurieactivityforeachnuclide.

ThisevaluationisforthereleasetotheenvironmentthatoccurredfromtheUnit1 SteamGeneratorPORVsduringUnit1RefuelingOutage17.ThePORVvalveswere openedandclosedduringthisperiodoftime.

Thefollowingisdatausedtoshownodoseimpactoftherelease:

WhileallthePORVswerenotopencontinuouslyduringthisperiod,the evaluationassumedthereleasewascontinuousfromallfourPORVs.

Therehavebeennogammaemittingradionuclidesidentifiedinany SecondaryCoolantsamples.

Thefeedwatertritiumresultsobtainedon10/25/2021indicatedatritium concentrationof1.108E06µCi/mL.Thistritiumconcentrationisassumedto havebeentheinitialconcentrationwithnoadditionaltritiumintroducedinto thesteamgeneratorsduringthereleaseperiod.Allofthetritiuminitially presentinthesteamgeneratorswasassumedtohavebeenreleasedthrough thePORVsfrom10/29/2021through12/01/2021.

ThevolumeofeachsteamgeneratorwastakenfromWestinghouseGuidelinesfor SecondaryWaterChemistry.Thelistednormalwaterlevelvalueof4750ft3wasusedas aconservativevalue.Thiscalculationconservativelyassumesthatthetotalvolumeofall fourgeneratorswasreleasedandthatallthetritiumpresentinthatinitialvolumewas released.Thecalculationforthetotaltritiumactivityreleasedisasfollows:

RadiologicalImpacttoMan A. Introduction PotentialdosestomaximumindividualsandthepopulationaroundWBNarecalculated foreachquarterasrequiredinSection5.2oftheODCM.Measuredplantreleasesforthe reportingperiodareusedtoestimatethesedoses.Dispersionofradioactiveeffluentsinthe environmentisestimatedusingmeteorologicaldataandriverflowdata.Inthisreport,the dosesresultingfromreleasesaredescribedandcomparedtolimitsestablishedforWBN.

B. DoseLimits TheODCMspecifieslimitsforthereleaseofradioactiveeffluents,aswellaslimitsfor dosestothegeneralpublic,fromthereleaseofradioactiveeffluents.Theselimitsareset wellbelowtheTechnicalSpecificationlimitswhichgoverntheconcentrationsofradioactivity anddosespermissibleinunrestrictedareas.Thisensuresthatradioactiveeffluentreleases areaslowasreasonablyachievable.

C. DoseCalculations Estimateddosestothepublicaredeterminedusingcomputermodels(theGaseous EffluentLicensingCode,GELC,andtheQuarterlyWaterDoseAssessmentCode,QWATA).

ThesemodelsarebasedonguidanceprovidedbytheNRC(inRegulatoryGuides1.109,1.111 and1.113)fordeterminingthepotentialdosetoindividualsandpopulationslivinginthe vicinityoftheplant.Theareaaroundtheplantisanalyzedtodeterminethepathways throughwhichthepublicmayreceiveadose.Thedosescalculatedarearepresentationof thedosetoa"maximumexposedindividual."Someofthefactorsusedinthesecalculations (suchasingestionrates)aremaximumvalues.Manyofthesefactorsareobtainedfrom NUREG/CR1004.Thevalueschosenwilltendtooverestimatethedosetothis"maximum" person.Theexpecteddosetoactualindividualsislower.Thecalculateddosesarepresented inTables3and4.

MeteorologicalData MeteorologicalvariablesatWBNaremeasuredcontinuously.Measurementscollected includewindspeed,winddirection,andtemperatureatheightsof10,46,and91meters abovetheground.QuarterlyJFDsarecalculatedforeachreleasepointusingtheappropriate levelsofmeteorologicaldata.AJFDprovidesthepercentageofthetimeinaquarterthatthe windisblowingoutofaparticularupwindcompasssectorinaparticularrangeofwind speedsforagivenstabilityclassAthroughG.Thewindspeedsaredividedintoninewind speedranges.Calmsaredistributedbydirectioninproportiontothedistributionofnoncalm winddirectionslessthan0.7m/s(1.5mph).Stabilityclassesaredeterminedfromthevertical temperaturedifferencebetweentwomeasurementlevels.

ExternalExposureDose Doseestimatesformaximumexternalairdose(gammaairandbetaairdoses)aremade forpointsatandbeyondtheunrestrictedareaboundaryasdescribedintheWBNODCM.

Thehighestofthesedosesisthenselected.

SubmersionDose Externaldosestotheskinandtotalbody,duetosubmersioninacloudofnoblegases,are estimatedforthenearestresidenceineachsector.Theresidencewiththehighestdoseis thenselectedfromallsectors.

OrganDose Dosestoorgansduetoreleasesofairborneeffluentsareestimatedfortheinhalation, groundcontamination,andingestionpathways.Theingestionpathwayisfurtherdividedinto threepossiblecontributingpathways:ingestionofcowmilk,ingestionofbeef,andingestion ofvegetables.Dosesfromapplicablepathwaysarecalculatedforeachrealreceptorlocation identifiedinthemostrecentlandusesurvey.Todeterminethemaximumorgandose,the dosesfromthepathwaysaresummedforeachreceptor.Fortheingestiondose,however, onlythosepathwaysthatexistforeachreceptorareconsideredinthesum,i.e.,milk ingestiondosesareincludedonlyforlocationswheremilkisconsumedwithoutcommercial preparationandvegetableingestionisincludedonlyforthoselocationswhereagardenis identified.Sincespecificdataonbeefanimalswerenotavailable,thelocationofthehighest beefdoseforallreceptorswithinanagegroupwillbeconsideredthebeefdoseforeach receptorwithinthatagegroup.Forgroundcontamination,thedoseaddedtotheorgandose beingcalculatedisthetotalbodydosecalculatedforthatlocation,i.e.,itisassumedthatthe dosetoanindividualorganisequaltothetotalbodydose.

E. DosesfromLiquidEffluents Forliquideffluents,thepubliccanbeexposedtoradiationfromthreesources:the ingestionofwaterfromtheTennesseeRiver,theingestionoffishcaughtintheTennessee River,anddirectexposurefromradioactivematerialdepositedontherivershoreline sediment(recreation).

TheconcentrationsofradioactivityintheTennesseeRiverareestimatedbyacomputer modelwhichusesmeasuredhydraulicdatadownstreamofWBN.Parametersusedto determinethedosesarebasedonguidancegivenbytheNRC(inRegulatoryGuide1.109)for maximumingestionrates,exposuretimes,etc.Whereverpossible,parametersusedinthe dosecalculationaresitespecificusefactorsdeterminedbyTVA.Themodelsthatareusedto estimatedoses,aswellastheparametersinputtothemodels,aredescribedindetailinthe WBNODCM.

LiquidReleasePointsandRiverData RadioactivityconcentrationsintheTennesseeRiverarecalculatedassumingthatreleases inliquideffluentsarecontinuous.AllroutineliquidreleasesfromWBN,locatedatTennessee RiverMile528.5,aremadethroughdiffuserswhichextendintotheTennesseeRiver.Itis assumedthatreleasestotheriverthroughthesediffuserswillinitiallybeentrainedinone tenthofthewaterwhichflowspasttheplant.TheQWATAcodemakestheassumptionthat thismixingconditionholdstrueuntilthewateriscompletelymixedatTennesseeRiverMile 510.0.

Dosesarecalculatedforlocationswithina50mileradiusdownstreamoftheplantsite.

Themaximumpotentialrecreationdoseiscalculatedforalocationimmediatelydownstream fromtheplantoutfall.Themaximumindividualdosefromingestionoffishisassumedtobe thatcalculatedfortheconsumptionoffishcaughtanywherebetweentheplantandthefirst downstreamdam(ChickamaugaDam).Themaximumindividualdosefromdrinkingwateris assumedtobethatcalculatedatthenearestdownstreampublicwatersupply(Dayton,TN).

Thiscouldbeinterpretedasindicatingthatthemaximumindividual,asassumedforliquid releasesfromWBN,isanindividualwhoobtainsallofhisdrinkingwateratDayton,TN, consumesfishcaughtfromtheTennesseeRiverbetweenWBNandChickamaugaDam,and spends500hoursperyearontheshorelinejustbelowtheoutfallfromWBN.Doseestimates forthemaximumindividualduetoliquideffluentsforeachquarterintheperiodare presentedinTables4Athrough4H,alongwiththeaverageriverflowspasttheplantsitefor theperiods.

OffsiteDirectRadiationDose ExternalgammaradiationlevelsweremeasuredbyLandauerInLight(opticallystimulated luminescencedosimeters(OSLDs)deployedaroundWBNaspartoftheoffsiteRadiological EnvironmentalMonitoringProgram.Thequarterlygammaradiationlevelsdeterminedfrom thesedosimetersduringthisreportingperiodaveraged15.4mR/quarteratonsite(atornear thesiteboundary)stationsand14.5mR/quarteratoffsitestationsor0.9mR/quarterhigher onsitethanatoffsitestations.Thisdifferenceisconsistentwithlevelsmeasuredfor preoperationalandconstructionphasesoftheWBNplantsitewheretheaverageradiation levelsonsiteweregenerally28mR/quarterhigherthanthelevelsoffsite.Thismaybe attributabletonaturalvariationsinenvironmentalradiationlevels,earthmovingactivities onsite,themassofconcreteemployedintheconstructionoftheplants,orother undeterminedinfluences.Fluctuationsinnaturalbackgrounddoseratesandindosimeters readingstendtomaskanysmallincrementswhichmaybeduetoplantoperations.Thus, therewasnoidentifiableincreaseindoseratelevelsattributabletodirectradiationfrom plantequipmentand/orgaseouseffluents.

H. DosetoaMemberofthePublicInsidetheSiteBoundary AsstatedintheWBNODCM,anevaluationofthedosetoamemberofthepublicinside theunrestrictedareaboundaryisperformedforahypotheticalTVAemployeewhoworks justoutsidetherestrictedareaboundaryforanentireworkyear(2000hours).Resultsfrom onsitedosimetermeasurementsindicatedthatthehighestannualdosimeterreadingoutside RadiologicalControlAreawas70mrem.Usingthisvalue,subtractinganannualbackground valueofapproximately50mrem/year,andmultiplyingbytheratiooftheoccupancytimes (2000/8760),thehighestexternaldosetoamemberofthepublicinsidetheunrestricted areaboundarywouldbe4.6mrem.Thedosesduetoradioactiveeffluentsreleasedtothe atmospherecalculatedinthisreportwouldnotaddasignificantamounttothismeasured dose.Thisdoseisbelowthe10CFR20annuallimitof100mrem.

WBNsuccessfullyplaceditsfirstloadedHISTORMFWontheISFSIpadonOctober5, 2016.TheTVAISFSIstoragepadislocatedwithintheplantsprotectedarea.Thestoragepad isdesignedtoadequatelysupportbothstaticanddynamicloadsof80loadedHoltecHI STORMFWMPCStorageSystems.Currently,thestoragepadcontainstwentycanisters.

Theoffsitedosefornormaloperatingconditionstoarealindividualbeyondthe controlledareaboundaryislimitedby10CFR72.104(a)toamaximumof25mrem/year wholebody,75mrem/yearthyroid,and25mrem/yearforothercriticalorgans,including contributionsfromallnuclearfuelcycleoperations.Forthisreport,totalsitereleasesinclude theWBNISFSIaspartofplantoperations.Byitsdesign,therewerenoliquidorgaseous effluentsfromtheoperationoftheISFSIduring2021.

RadiologicalEnvironmentalMonitoringProgramassessmentofdirectradiationexposure bydosimetersatornearthesiteboundaryis3.5mrem/yrforonsitelocations.Asstatedin theWBNODCMandperthisreport,thedosetoamemberofthepublicinsidethe unrestrictedboundaryisthenperformed.Resultsfromonsitedosimetermeasurementand subtractingbackgroundindicatedthatthehighestdosimeterreadingattheboundaryofthe protectedareawas3mremfortheWarehouseBO/SwallofRMACagelocationAR002.

Basedontheabovemeasurementsperformedduringthisreportingperiod,itcanbe concludedthattheradiationexposureduetotheISFSI,combinedwithallotherfuelcycle operations,willnotexceedtheregulatoryrequirementsof25mrem/yearin10CFR72.104(a) and40CFRPart190.
