I. INTRODUCTION The Tennessee Valley Authority (TVA) Watts Bar Nuclear Plant (WBN) Annual Non-Radiological Environmental Operating Report is provided for the period of February 7, 2013 through February 6, 2014. This report was prepared in accordance with Appendix B to facility operating license NPF-90, "Environmental Protection Plan (EPP), Section 5.4.1, "Routine Reports." This report includes a summary of:

A. Reports previously submitted as specified in the WBN National Pollutant Discharge Elimination System (NPDES) Permit Number TN0020168.

B. The special reports submitted per EPP Section 4.1, "Environmental Monitoring."

C. The EPP noncompliances and the corrective actions taken to remedy them.

D. Changes made to applicable state and federal permits and certifications.

E. Changes in station design that could involve a significant environmental impact or changes to the findings of the Final Environmental Statement (FES).

F. Non-routine reports submitted per EPP Section 4.2, "Unusual or Important Environmental Events."

G. Changes in the approved EPP.

II. REPORTS PREVIOUSLY SUBMITTED AS SPECIFIED IN THE WBN NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT The following reports were submitted as specified in the WBN NPDES Permit Number TN0020168 and the Tennessee Storm Water Multi-Sector General Permit (TMSP)

Number TNR051343 and TNR050000:

A. As required by the NPDES permit, Discharge Monitoring Reports (DMRs) were completed and submitted monthly to the Tennessee Department of Environment and Conservation (TDEC) no later than 15 days after the completion of the reporting period.

B. The "Summer 2012 Compliance Survey for Watts Bar Nuclear Plant Outfall 113 Passive Mixing Zone" was submitted to the Tennessee Department of Environment and Conservation (TDEC) on February 7, 2013. The "Winter 2013 Compliance Survey for Watts Bar Nuclear Plant Outfall 113 Passive Mixing Zone" was not performed as it was determined that the Supplemental Condenser Cooling Water (SCCW) piping from the Watts Bar Hydro Plant (WBH) was not seismically qualified and as such, WBN was prohibited from using it. The SCCW remained out of service for most of the period from December 5, 2012 through June 16, 2013.

C. The annual Biocide/Corrosion Treatment Report was completed and submitted to TDEC prior to the February 15, 2014 deadline.

II. REPORTS PREVIOUSLY SUBMITTED AS SPECIFIED IN THE WBN NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT (continued)

D. The annual sampling and analysis required by the 2013 TMSP for storm water was performed and the annual report was submitted to the TDEC prior to the March 31, 2014, deadline.

E. DMR Quality Assurance (QA) Laboratory Performance Evaluation Study 33 was completed by and submitted to Environmental Resource Associates, the TDEC, and the Environmental Protection Agency (EPA) prior to the August 26, 2013, deadline. All analyte performance evaluations are acceptable with the exception of Total Suspended Solids which was analyzed by Environmental Science Corporation (ESC). ESC was unable to determine the obvious cause of the failure and has since analyzed another Proficiency Testing sample for this analyte with acceptable final results.

Ill. SPECIAL BIOLOGICAL MONITORING REPORTS A. EPP Section 4.1.1, "Aquatic Monitoring"

1. Routine semi-annual Whole Effluent Toxicity (WET), a.k.a. chronic biotoxicity tests, were conducted on plant effluents and the appropriate reports were submitted as part of the DMR for Outfall Serial Numbers (OSNs) 101 and 113, in May and November as required by the NPDES permit. All TVA test results were valid for all sampling outfalls and dates and for both IC25 tests (P. promelas and C. dubia).
2. An annual report on the "Biological Monitoring of the Tennessee River near the Watts Bar Nuclear Plant 2012", indicating no adverse impact to aquatic life due to WBN operation, will be submitted to the TDEC with the NPDES permit renewal. This report is not required in accordance with Part Ill,Section I of the WBN NPDES Permit, but was a recommendation in the "Watts Bar Nuclear Plant Supplemental Condenser Cooling Water System Fish Monitoring Program, 2001" report to be consistent with other required annual reporting programs at Tennessee and Alabama nuclear plants. TVA determined in January 2013 that these reports would be submitted with the permit renewals versus the historical annual basis.
3. In accordance with the provisions of Tennessee Code Annotated Section 69-7-301 et seq., the Water Resources Information Act, WBN submitted the Water Withdrawal Registration Form for Calendar Year (CY) 2013 to the TDEC prior to the February 15, 2014 deadline.

Although federal agencies are not subject to laws and regulations promulgated by state governments unless Congress has clearly waived the federal government's sovereign immunity, in 2003 TVA voluntarily E-5

agreed as a matter of policy to provide the registration information in order to assist both TVA and TDEC in carrying out their water management responsibilities.

IV. ENVIRONMENTAL PROTECTION PLAN NONCOMPLIANCES WBN received zero Notice of Violations (NOV) from February 2013 to February 2014.

In accordance with the NPDES permit, the following noncompliances were reported to the TDEC.

A On Ma~ 12, 2013, WBN reported to TDEC in the April DMR that on Monday, April 81 , WBN staff observed an unknown seepage from the ground at the southeast corner of the Engineering Quality Building (EQB) discharging to the yard drain. A sample was taken to characterize the discharge, since it had an offensive odor and buried sewage lines were known to be located in the area.

The sample result confirmed the presence of e-coli, indicating sewage wastewater. The yard drain discharges into the Yard Holding Pond and then out the WBN NPDES outfall. The area around the seepage was excavated and the leak was identified and repaired in the facility sewage line. Because the sewage was not in sufficient quantity to cause immediate harm to the environment or human health, the event was only reported as part of the April DMR.

B. WBN reported to TDEC on the applicable DMRs that due to a temporary power outage for the flow meter and erroneous low flows of zero, OSN 103 flows were calculated for the months of January - March, April 11-22, through November, 2013.

C. The SCCW was out of service for most of the period from December 5, 2012 through June 16, 2013. The leakby was analyzed for Total Residual Oxident (TRO) five days per week and these results were included in the DMR.

IV. ENVIRONMENTAL PROTECTION PLAN NONCOMPLIANCES (continued}

D. WBN reported to TDEC on August 12, 2013 that on July 3, 2013 a vendor cleaning port-a-potties onsite caused a release of less than five gallons of a diluted deodorant used for cleaning through a storm water drain which flows to the Yard Holding Pond that ultimately discharges through Outfall 101. The primary constituent of the deodorant was quaternary amines. The use of quaternary amines is approved for bio-fouling water treatment in the WBN NPDES Biocide Corrosion Treatment Plan (BC/TP). The discharge of this constituent is approved through the Yard Holding Pond diffusers, Outfall 101.

TVA demonstrated through theoretical calculation and physical sample analysis that the amount of quaternary amines discharged through the diffuser could not have exceeded the limits established in the BC/TP.

E. WBN reported to TDEC on August 12, 2013 that during the period of July 7-22, 2013, Thermal Station ST#33, which provides temperature data for the in-stream monitoring requirements for Outfall 113, was out of service due to being washed ashore as a result of high waters. Consequently, erroneous data reported by this station was removed from calculations. Only data from Thermal Station ST#34 was reported for this time period.

F. Outfall 101 flows were calculated for October 16-30, and November 1-19, 2013 as the flow meter was out of service. Calibration of the meter was completed November 19, 2013. Flow was calculated for November 30, 2013 as the transmitter did not provide 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of data.

V. CHANGES MADE TO APPLICABLE STATE AND FEDERAL PERMITS AND CERTIFICATIONS A. NPDES Permit TN 0020168

1. In accordance with 40 CFR § 122.22, TVA updated the NPDES signatory authority noting Christopher R. Church as the current Watts Bar Site Vice President.
2. Due to concerns that the SCCW system does not meet seismic qualifications, the SCCW remained out of service for most of the period from December 5, 2012 through June 16, 2013, while an evaluation was performed. The leakby was analyzed for all NPDES parameters as described in the permit and these results are included in the monthly DMR.

B. Air Permits A. On May 9, 2013, TVA requested the emergency internal combustion engine located at the radio tower site to be included in engines listed in source #21 of the Operating Permit #463822. These type engines are listed in TDEC's Rules (§1200-03-09-.04(5)(f)37) as insignificant emission units. However, they are now subject to a federally applicable standard (40 CFR Part 63, Subpart ZZZZ) and are no longer considered insignificant.

B. On June 28, 2013, TVA requested an emergency engine owned, maintained, and operated by AT&T (source No. 72-0029) be removed from the WBN Operating Permit #463822.

C. On December 20, 2013, TVA applied to TDEC for a construction permit application to install four new diesel-powered emergency generators, including two 3-MW generators and two 180-kW generators. WBN also requested verification that the operational limits of its two auxiliary boilers meet the definition of "limited-use" boilers per 40 CFR, Part 63, Subpart JJJJJJ - National Emission Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers Area Sources. To this end, TVA requested that diesel fuel burned by each boiler be limited to 337,612 gallons per year.

D. In accordance with 1200-3-9-.02(11)(b)21 (i) of the Tennessee Air Pollution Control Regulations, TVA updated the NPDES signatory authority noting Christopher R. Church as the current Watts Bar Site Vice President.

VI. CHANGES IN FACILITY DESIGN OR OPERATION In accordance with EPP Section 3.1, "Plant Design and Operation," facility design and operational changes were reviewed for potential effect on the environment as described below. A review of facility design and operational changes proposed from February 7, 2013, through February 6, 2014, was performed. Projects considered as having potential impact on the environment included those that:

  • Could have caused waste stream generation/alteration.
  • Required the acquisition/modification of permits.
  • Involved the use of hazardous material.
  • Required physical construction.

The review, performed in accordance with the guidelines of TVA's National Environmental Policy Act (NEPA) Program, documented that design and operational changes did not involve an unreviewed environmental question. The following criteria were used to identify those projects with a potential for environmental effects:

E. Temporary Alterations:

There were no temporary alterations conducted during this period that met the environmental impact criteria.

Design and Operational Changes Most of the design and operational changes conducted during this period did not meet the environmental impact criteria. There were 19 facility design and operational changes made during this report period with a potential impact on the environment. The appropriate environmental reviews were completed and all changes were found to be within the scope of existing environmental permits and in compliance with NEPA regulations.

The following Environmental Assessments (EAs) written to document the site changes reviewed are as follows:

In summary, there were no facility designs or operational changes from February 7, 2013 to February 6, 2014, which resulted in an unreviewed environmental question.

VII. NON-ROUTINE REPORTS No non-routine reports for EPP Section 4.2 were issued during this reporting period.

VIII. CHANGES IN APPROVED ENVIRONMENTAL PROTECTION PLAN SPECIFICATIONS No changes were made to Appendix B, EPP, of the WBN operating license during the reporting period.
