Emergency Plan Implementing Procedure Revision

Pursuant to Title 10, Code of Federal Regulations (10 CFR) 50.54(q)(5), and 10 CFR 72.44(f),

Tennessee Valley Authority (TVA) is submitting a description of changes to the Watts Bar Nuclear Plant (WBN) Radiological Emergency Plan (REP). The affected document is the WBN Emergency Plan Implementing Procedure (EPIP) listed below:

Description of Changes

EPIP-12 Revision 53 enacted the following changes:

Performed some minor editorial changes (e.g. date changes, spelling, typographical issues, formatting, and capitalization) throughout the procedure

  • Updated the following inventory attachments to add/remove/update items, merge common procedures and, and make editorial changes: Attachment 1 (Quarterly Technical Support Center (TSC)), Attachment 2 (Quarterly Operations Support Center (OSC)), Attachment 4 (Quarterly Training Center Checks), Attachment 8 (Quarterly Agreement Hospital(s) Cabinet Inventory Rhea/ Athens), Attachment 13 (Quarterly Check of Equipment Important To Emergency Response (EITER)), and Attachment 16 (Quarterly Alternate Facility Checks)
  • Renamed "Emergency Communicator" to "MGR Communicator " in Attachment 15 (Quarterly Simulator Checks)
  • Moved portable generator checks to more appropriate attachments
  • Renamed Attachments to include performance frequency
  • Deleted references to "Plantronics" Portable Phones from Attachment 2
  • Added location of the Emergency Communication Notification System (ECNS) manual in Attachment 9 (Monthly Testing of Communications Equipment)
  • De-unitized Emergency Management Guideline (EMG-0), Emergency Contingency Actions (ECAs), Emergency Operating Instructions (EOls) and Functional Restorations (FRs) and made procedure acronyms plural throughout procedure Attachments.

The above changes were evaluated in accordance with 10 CFR 50.54(q)(3) and 10 CFR 72.44(f). TVA determined that the changes did not reduce the effectiveness of the WBN REP. The WBN REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
