NRC LIC-109 Acceptance Review Results for Susquehanna Steam Electric Station, Proposed Alternatives RR01 and RR02 (EPIDs L-2023-LLR-0043 and -

0044)

Expires: Tuesday, November 28, 2023 12:00 AM

Hi Derek,

By letter PLA-8074 dated August 3, 2023 (Agencywide Documents Access and Management System Accession No. ML23215A173), Susquehanna Nuclear, LLC (the licensee) submitted two proposed alternatives - RR01 and RR02 - for Renewed Facility Operating License Nos. NPF-14 and NPF-22 for the Susquehanna Steam Electric Station (Susquehanna), Units 1 and 2, respectively. The licensee proposed alternatives to the requirements of the American Society of Mechanical Engineers (ASME)

Operation and Maintenance of Nuclear Power Plants Code (OM Code) associated with the fifth 10-year inservice testing interval. The applicable ASME OM Code requirements pertain to the testing frequency for the instrument line excess flow check valves (RR01) and the residual heat removal and core spray system pressure isolation valves (RR02).

The U.S. Nuclear Regulatory Commission (NRC) staff performs acceptance reviews of applications to determine if the scope and depth of technical information is sufficient for the staff to complete its technical reviews. The NRC staff also performs an acceptance review to identify whether an application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff concluded that the licensees submittal provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, the NRC staff may identify issues that affect its ability to complete the detailed technical review despite completion of an adequate acceptance review. If the NRC staff needs additional information, it will notify the licensee by separate correspondence.

For RR01, based on its initial review of the submittal, the NRC staff estimates that it will take approximately 80 hours9.259259e-4 days <br />0.0222 hours <br />1.322751e-4 weeks <br />3.044e-5 months <br /> to complete its review of the submittal and that it will complete its review on or by March 31, 2024.

For RR02, based on its initial review of the submittal, the NRC staff estimates that it will take approximately 80 hours9.259259e-4 days <br />0.0222 hours <br />1.322751e-4 weeks <br />3.044e-5 months <br /> to complete its review of the submittal and that it will complete its review on or by March 31, 2024.

If complexities or challenges during the review cause significant changes to the estimated hours or completion dates, the staffs licensing project manager will communicate the new estimates and reasons for the changes to the licensee during routine interactions.
