GLOBAL NUCLEAR FUELS - AMERICAS, LLC - APPROVAL OF DECOMMISSIONING COST ESTIMATE FOR 2022 UPDATED GLOBAL NUCLEAR FUELS - AMERICAS, LLC FUEL FABRICATION FACILITY DECOMMISSIONING FUNDING PLAN (ENTERPRISE PROJECT IDENTIFER L-2022-DDP-0002)

Dear Phillip Ollis:

We have reviewed your updated decommissioning cost estimate submitted by letter dated October 4, 2022 (Agencywide Document Access and Management System [ADAMS] No.

ML22277A539). We approve the updated estimate for the cost of decommissioning.

Specifically, we find that consistent with Title 10 of the Code of Federal Regulations (10 CFR)

Paragraph 70.25(e) the cost estimate: (1) reflects the cost of an independent contractor to perform decommissioning activities, (2) is based on unrestricted use, (3) includes an adequate contingency factor, and (4) identifies and provides justification for key assumptions. We request that you proceed with obtaining assurances for funds in this amount and submit them within 30 days of the date of this letter.

Your submittal was assigned Enterprise Project Identifier (EPID) L-2022-DDP-0002. The EPID will remain open for the review and approval of updated financial assurance instruments and an updated certification of financial assurance. The Safety Evaluation Report supporting the approval determination is enclosed.

In accordance with 10 CFR Part 2, Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS. The ADAMS database is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html.
