RESPONSE TO ITEM NO. 3 0F MEMORANDUM FROM S. CHILK TO W. DIRCKS DATED AUGUST 26, 1980 Thro. ugh discussions with Jack Roe, NRR and Jack Crooks, MPA our office was requested to respond to the above referenced memorandum concerni,ng the five plants that were shutdown 'due to pipi.ng design deficiencies.

We recommend that SECY-80-340, Section 208 Report to the Congress on Abnormal Occurrences for January - March 1980, remain unchanged with r.egard to Appendix B, Item 79-2. In response to the Comission proposed revision, we recomend the followi.ng reply: .

It is not practical to specify dates for the NRC verification of the modifi-cations. Concurrent with the licensees' actions perfonned for the Show Cause Orders, IE Bulletins 79-02 and 79-14 required additional. testing and inspection of piping systems and supports. The verification of modifi-cations did not usually distinguish between those modifications made for the Show Cause Orders or for the Bulletins. In addition, the nature of the IE insoections was to assure that the necessary work was properly carried out rather than perform an accounting for all the modifications. Therefore, it is recommended that this item remain unchanged.
