Jordan, Assistant Director for Technical programs, Division of Reactor Operations Inspection, IE SU3 JECT: REVIEW RESPONSIBILITY FOR IE BULLETINS 79-02, 04 AND 07 The purpose of this memo is to document the responsibility for review and evaluation of responses to IE Bulletins on the seismic issues. Formalization of these responsibilities is necessary because of the interrelationship between IE Bulletins 79-02 (and Revision 1), 79-04 and 79-07. The cooperation which we have received to date in development of the Bulletins and in reviewing responses has been excellent.

For IE Bulletin 02 (and Revision No.1), IE has the principal responsibility for the review and evaluation of the licensee responses, which include the v rification of the licensees' findings by onsite witnessing of testing on

~a sampling basis. Review and evaluation of the licensee responses will be perfonned by a task group consisting of IE:HQS and IE Regional personnel coor-dinated by H. Wong. We understand that NRR will perform the evaluation of all 70 licensee's base plate flexibility analyses without further request.

IE has the principal responsibility for review of the licensee responses to Bulletin 79-04. H. Wong is the principal reviewer.

Fcr Bulletins 79-02 and 04, NRR assistance for the evaluation of specific problems in the licensee responses will be requested by IE memo on a case- '

by-case basis if necessary.

The review of responses to Bulletin 79-07 is the principal responsibility of NRR. IE will continue to perfonn a preliminary screen of the responses and on a case specific basis (by NRR request) will provide independent veri-fication that as-built conditions were used in the reanalyses performed because of Bulletin 79-07.

The belopment of a Bulletin which encompasses the problems related to as-built piping and piping supports will be the principal responsibility of IE. R. Woodruff is the IE contact.
