Subject:

TEMPORARY HALT TO LOW POWER TESTING (UPDATE)

The licensee informed Region III (Chicago) that it will resume its low power testing activities beginning August 9, 1985. The licensee had announced on July 30 that it did not plan to resume lower power testing "until various equipment and procedural difficulties" had been resolved. (The plant has been shut down since July 23 for examination and repair of a fc:dwaterpump.)

The licensee informed Region III on August 7 of the corrective action program it had implemented in response to recent incidents (See PNO-III-58, 58A; PNO-III-63; and PNO-III-66). Region III agreed that the corrective actions appeared to satisfy the issues involved.

The licensee, however, is still restricted to 5 per cent power under a Confinnatory Action Lett:r(CAL),issuedJuly 16, 1985, by Region III as a result of the premature criticality incident which occurred July 2, 1985 (See PNO-III-58, 58A).

Region III resident inspectors will augment their inspection program to monitor the licensee's activities and will be in the control room observing criticality.

The licensee issued a news release announcing the restart of its low power testing program.

Th2 State of Michigan will be notified.

Region III was informed of the planned startup at 2:15 p.m. (CDT), August 8,1985. This information is current as pf 9 a.m. (CDT), August 9,1985.
