Dear Sir:

In Reference A, Florida Power Corporation (FPC) described our proposed plan for resolution of Thermo-Lag fire barrier issues at Crystal River Unit 3 (CR-3). A key element of our Thermo-Lag resolution strategy is reducing the plant's reliance on fire barriers through revision of the post-fire safe shutdown analysis based, in part, on using offsite power sources for post-fire safe shutdown.

Our evaluation of fire-induced failure of circuits that could adversely impact the use of offsite power sources, identified a concern with current transformers (cts) associated with the 4kV switchgear. Resolution of this issue will delay implementation of the analysis changes intended to reduce reliance on Thermo-Lag.

As a result, this letter revises the date established in Reference B for implementation of the post-fire safe shutdown analysis changes.

The analysis changes described in Reference A will be completed within 90 days after restart. This additional delay will not impact our completion date for full resolution of Thermo-Lag issues scheduled for December 29, 2000. The attached Thermo-Lag Resolution Implementation Plan flow chart, milestone chart, and project schedule are provided for information, and are being utilized to track CR-3 Thermo-Lag resolution activities and scheduled commitments.
