Resolution of Thermo-Lag Issues

FPC to NRC letter, 3F1295-05, dated December 21, 1995

Dear Sir:

In the above referenced letter Florida Power Corporation (FPC) described our proposed plan for reducing reliance on Thermo-Lag fire barriers at Crystal River Unit 3 (CR-3). An element of our Thermo-Lag reduction strategy is revision of the post-fire safe shutdown analysis. When the referenced letter was forwarded to the NRC, FPC anticipated implementation of post-fire safe shutdown analysis changes by September 30, 1996.

Several factors have prevented completion of the analysis changes by the anticipated date. Providing the necessary response to other design, program, and performance weaknesses identified since December,1995 has diverted engineering resources expected to be available for this project. Additionally, due to recent concerns regarding the adequacy of licensee 50.59 processes, FPC has established an additional level of review for 50.59 evaluations within engineering. The post-fire safe shutdown analysis changes will be subject to this added level of review, and therefore will require more time to process. As a result, FPC is CRYSTAL IWER ENERGY COMPLEX: 15700 W.
