l By letter dated August 23,1996 as supplemented * - :tter dated November 6,1996, Southern Nuclear requested approval of an elevated tube - . laser welded sleeve technical specification amendment.  ;

I As a result of funher discussions with the NRC Staff, revised technical specification pages are l provided in Enclosure 1. These revised technical specification pages note that the elevated tube sheet sleeve technical specification amendment is for one cycle only for Unit 2.

Permanent, generic technical specification amendments for Westinghouse laser welded sleeves for Farley Units 1 and 2 will be submitted prior to the next Unit I refueling outage currently scheduled for Spring '97. This amendment will replace the Farley specific laser welded sleeve requirements currently in the technical specifications with the generic laser welded sleeve process. This will include updating the sleeve repair limits.

Additionally, Southern Nuclear letter dated November 6,1996 forwarded a copy of Westinghouse letter NSD-JLH-6202. This letter contained no proprietary markings.

Westinghouse, the owner of the information contained in the letter, has determined that parts of the letter are proprietary. Consequently, it is requested that the NRC Staff destroy all copies of Westinghouse letter NSD-JLII-6202.

Enclosure 2 contains Westinghouse lette NSD-JLII-6384 (proprietary) and NSD-JLli-6385 (non-proprietary) which contain the same mformation as Westinghouse letter NSD-JLH-6202.

The proprietary information for which withholding is being requested in Westinghouse letter NSD-JLH-6384 is further identified in aflidavit CAW-96-1040 (Enclosure 3), signed by the owner of the proprietary information, Westinghouse Electric Corporation. The aflidavit, which accompanies this letter, sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of 10CFR Section 2.790 of the Commission's regulations.
