SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 111 TO FACILITY OPERATING LICENSE NO. DPR-3 YANKEE ATOMIC ELECTRIC COMPANY YANKEE NUCLEAR POWER STATION DOCKET NO.50-029 INTRODUCTION By letter dated January 5, 1988 and as supplemented March 11, 1988, the Yankee Atomic Electric Company (YAEC or the licensee) submitted a request for changes to the Yankee Nuclear Power Station (YNPS or the plant) Technical Specifications (TS).

The amendment removes the requirement for the Plant Operations Manager to maintain a Senior Reactor Operator's (SRO) license from the T.S.

i DISCUSSION l

The duties and responsibilities of the Plant Operations Manager at YNPS require a full range of operational and management skills. The importance of the management role in Operations has become ever more apparent with the pursuit of iniproved plant performance. Unfortunately, at the same time, the incumbent is reouired to maintain a SRO license. This conflict in available time has increased to the point of actually detracting from sound management of the Operations Department. This could result in a negative impact on overall plant safety.

This change recognizes a shift in expectations for the Plant Operations Manager away from that of a detailed technical expert and toward that of the professional manager. This change will enhance station management by allowing the Plant Operations Manager to be relieved of his SRO License. The Plant Operations Assistant Manager will continue to maintain his SP0.

The licensee's submittals also requested other administrative changes in the TS relating to the Security Manager reporting to the Administrative Services Manager, removal of the Organization charts from the T. S. and other minor changes. These requests will be the subject of a future staff action.

EVALUATION The TS comit YAEC to ANSI 18.1-1971 for Facility Staff Qualifications. This standard provides selection criteria for filling plant positions. ANSI 18.1-1971 requires that "at the time of appointment to the active position, che Operations Mar:ager shall hold a Senior Reactor Operator's (SRO) license."

It does not require the Operations Manager to naintain his SR0 license indefinitely. Therefore, there is no conflict in removing the requirement from the Technical Specifications.

This change does not affect the requirement that the Plant Operations Manager hold an SR0 license at the time of his appointment. Note also that the Shift Supervisors and the operating shifts continue to report to the position of Plant Operations Assistant Manager and as stated above this manager will maintain his SR0 license.

Relieving the Plant Operations Manager of the time c.snsuming requirement to maintain an SR0 license will enha ce plant safety ano is not contrary to ANSI 18.1-1971; therefore, the staff ccncludes the change is acceptable.

ENVIRONMENTAL CONSIDERATION This amandment involves a change in recordkeeping, or administrative procedures or reouirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

CONCLUSION The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public ,

will not be endangered by operation in the proposed manner, and (2) such ,

activities will be conducted in compliance with the Comission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
