SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO.114 TO FACILITY OPERATING LICENSE NO. DPR-3 YANKEE ATOMIC ELECTRIC COMPANY YANKEE NUCLEAR POWER STATION DOCKET NO.50-029 INTRODUCTION By letter dated April 4, 1988 Yankee Atomic Electric Company (YAEC or the licensee) submitted a reauest for changes to the Yankee Nuclear Power Station (YNPS or the plant) Technical Specifications (TS).
The amendment makes the surveillance requirements on battery charger No. 3 the same as those for battery chargers Nos. 1 and 2.
This change was brought about due to the planned replacement and upsizing of battery No. 3.
This battery upsizing required a higher current output battery charger. As installation of the new battery and battery charger cannot be accomplished until the plant is in a cold shutdown condition, as during the forthcoming November 1988 reload outage, this license amendment will not become effective until both the new battery No. 3 and battery charger No. 3 are declared operable by the licensee.
EVALUATION Based on aging, discharge test results and evaluations, the existing Battery No. 3 is to be replaced by a new battery.
Since the new battery has been upsized for future load growth, its associated charger has also been upgraded to be identical with the existing Battery Charger Nos. 1 and 2.
Modification of Technical Specification 4.8.2.3.2.c.3 will be needed to implement this change. The proposed change will require verification that the new battery charger No. 3 will supply at least 300 amperes at 132 volts for at least two hours. The present battery charger No. 3 is only required to supply 75 amperes at 132 volts for at least two hours.
The installation of an upgraded Battery No. 3 and charger will enhance the capability of the DC System, since on a loss of ac all safety and nonsafety de loads could be powered for a substantially longer time.
The impact of the new larger charger on the existing AC System has been evaluated and found within the acceptable limits.
The change of the new charger's power supply enhances the redundancy of the DC System in that each battery charger will be fed from an independent power source. The installation of an upgraded Battery No. 3 and charger will enhance the capability cf the 125 V de Bus No. 3 to perform its functions.
We conclude, based on the above, that the change to TS 4.8.2.3.2.c.3 is acceptable.

ENVIRONitEllTAL CONSIDERAT10fl This amendment involves a change to a requirement with respect to the installation or use of f acility components located within the restricted area as defined in 10 CFR Part 20. The staff has determined that the amendment in-volves no significant increase.in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding. Accordingly, this amendment meets the eligi-bility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10.CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
CONCLUSION The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, and (2) public such activities will be conducted in compliance with the Conoission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
