DISCUSSION The YNPS Certified-Fuel Handler Recertification Course maintains the job-related knowledges and abilities of the Certified Fuel Handler.
The Recertification Training course is based - on - a systematic approach -to training consisting of selected topics from the CFH Initial. Certification. Program.
As
- a. ' perf crmance-based program, trainee job functions, performance and feedback will be evalitated in maintaining and modifying the program content.
PROCEDURE

-Certification as a site. Certified Fuel Handler.
II.
'Lttendance Trainees enrolled in this course shall attend all scheduled training except:
A.
As-specifically exempted by the-Assistant Plant Superintendent in accordance with AP-0507,
" Granting Waivers and Exemptions ~in Training Programs".

Absences excused by the Assistant Plant Superintendent for
- sickness, vacation or other personal reasons.
Attendance of make-up training or self-study including an oral or written evaluation of the self-study effectiveness is required.
III. Course Content A.
Course Schedule The recortification course cycle will span not greater than a twenty four month period, ending with a final proficiency exam consisting of the annual operating exam and the biennial written exam. These exams will evaluate the effectiveness of the training program and-the certifications of the CFH staff.
Results from these exams will be incorporated as appropriate in future program modifications.
B.
Classroom Trainino The ' Certified Fuel Handler Recertification Course consists of structured lecture / presentation of selected areas of the following_ topics.
This selection will be based on task difficulty and importance, identified areas for training based on direct feedback from trainees and their supervision and other related site and industry

Annual Oneratina Exam.ConteDt The annual operating exam will consist of evaluation of the individual CFH's ability to perform selected tasks

Operating exams will-be conducted using the facility controls and indications.
Where actual equipment manipulation would adversely aff ect facility conditions, operation of plant controls will be discussed or simulated only.
The operating exan should measure the candidate's at'.lity to assume the CFH's responsibility for the safe operation of the plant by performance of the following as they apply to the facility:

A CFH who fails either an annual or biennial exam will be prohibited from resuming the CFH duties until a passing grade is ontained on the re-test exam.
A CFH who also fails the re-test will bG removed from CFH duties and enrolled in an accelerated recortification program. A passing grade on the appropriate exam type is required before reactivation as a CFH.

Although radiation protection personnel may report to the appropriate manager onsite, for matters relating to radiological health and safety of employees and the public, the radiation proteccion manager shall have direct access to that on-site individual having overal'i responsibility for safe operation of the plant.

6.9 REPORTING REQUIREMENTS The following identified reports shall be submitted pursuant to 10 CFR 50.4.
The reporting requirements of Specifications 6.9.1, 6.9.2, and 6.9.3 are in accordance with Revision 4 of Regulatory Guide 1.16, " Reporting of Operating Information - Appendix A Tecnnical Specifications".
ROUTINE REPORTS 6.9.1 Startup Reoort. A summary report of plant startup and power escalation testing shall be submitted following (1)_ receipt of an operating license, (2)
- amendment to the license involving and planned increase in power level, (3)

9 ADMINISTRATIVE CONTR0tS 6.8.2 Each procedure and administrative policy of 6.8.1 above, and changes thereto, shall be reviewed by the Plant Operations Review Committee and approved by the-Plant Superintendent prior to implementattu and reviewed periodically as set forth in administrative procedures.
6.8.3 Procedures that have been developed as a result of changes defined in i
-10 CFR 50.59(a)(2) shall be independently reviewed to verify that the implementing actions do not constitute an ynreviewed safety question. Those reviews shall be performed by Nuclear Service Division personnel having qualifications at least equivalent to those specified for hSAR Committen membership in 6.5.2.3.
The procedures shall be approved by the Manager of Operations, NSD.
6.8.4 Temporary changes to procedures of 6.8.1 above roay be made provided:
a.
The intent of the original procedure is not altered.
b.
-The change is approved by two members of the plant management staff, at least one of whom is _ a Certified fuel Handler.
c.
The ch nge is documented, reviewed by PORC and approved by the Plant Superintendent within-14 da;; of implementation.
6.9 REPORTING RE0VIREMENTS The following identified reports shall be submitted pursuant to A0 CFR 50.4 j
The reporting requirements of Specifications 6.9.1, 6.9.2 and 6.9.3 are in accordance with Revision 4 of Regulatory Guide 1.16, Reporting of Operating Information - Appendix A Technical Specifications".
ROUTINE REPORTS 6.9.1 Startua Report. A summary report of plant startup and power escalation

. testing shall be submitted following (1) receipt of an operating license. (2)
_ amendment to the license involving and planned increase in power level, (3) installation of fuel that has a different fuel supplier, and (4) modifications that may have significantly altered the nuclear, thermal, or hydraulic performance of the plant.
The report. shall address each of the tests identified in the FH$R and shall in general include a Nscription of measured values of the operating conditions or characteristics obtained during the best program and a comparison of these values with design predictivns and specifications.
Any corrective actions that were required to obtain satisf actory operation shall also be described. Any. additional specific details. required license conditions based on other commitments shall included in. the report.
