SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 98 TO FACILITY OPERATING LICENSE NO. DPR-3 YANKEE ATOMIC ELECTRIC COMPANY YANKEE NUCLEAR POWER STATION DOCKET N0.50-029

1.0 INTRODUCTION

By letter dated January 6, 1986, the Yankee Atomic Electric Company (YACC) submitted a request for changes to the Yankee Nuclear Power Station Technical Specifications (TS).

The amendment modifies the TS to revise the date for submittal of supplemental dose assessment and meteorological sumary information.

2.0 DISCUSSION 10 CFR 50.36a, Technical Specifications on effluents from nuclear power reactors, requires that a report be submitted within 60 days after January 1 and July 1 of each year specifying the quantity of each of the principal radionuclides released to unrestricted areas in liquid and in gaseous effluents during the previous six months of operation.

Submittal of such other information as may be required by the Comission to estimate maximum potential annual radiation doses to the public resulting from the effluent releases is also required.

These requirements are implemented at Yankee in TS 6.9.5b, " Semiannual Effluent Release Report."

In particular, TS 6.9.5b(2) establishes the required supplemental information to be provided for estimating doses to the public.

The existing TS provides that the semiannual effluent release report (SERR) submitted within 60 days after January 1 of each year, shall also include a summary of hourly meteorological data collec.ted over the past year and an assessment of the radiation doses due to the effluents released from the plant during the previous calendar year. A footnote to this TS also allows YAEC the option of retair.ing the meteorological data in a file available to the NRC on request rather than submitting the data with the SERR submitted 60 days after January 1.

The TS also states that the SERR submitted within 60 days of July 1 each year need not contain any dose estimates from the previous six months effluent releases.

radionuclide analyses on samples for the previous calendar year. Thus, the analysis and report generation must be completed in a short time during a period when several other annual reports are required.

assessment of radiation doses, a supplemental report is permitted to be submitted within 150 days after January 1 containing this irformation."

i 3.0 EVALUATION The SERR submitted after January 1 of each year and the supplemental information is used by the staff to evaluate the dose to the public from the previous year of operation. As noted in Section 6.9.5 of the TS, a 4

detailed breakdown of metecrohgical data and dose calculations are required.

While the staff recognizes the burden of completing these analyses I

within the 60 days specified, the staff considers the requested time of 150 days (that is, 90 days after submittal of the effluent report) to be too long to support staff needs for the information.

The staff has determined that some additional time could be granted for preparation of the supplemental information and, therefore, the staff approves the request to 4

- submit a supplemental report, but within 90 days after January 1 (i.e.,

30 days after the SERR).

This was discussed with and accepted by YAEC.

The staff's proposed no significant hazards consideration published in 4

the FR on January 29, 1986 provided opportunity for public comment on up to 90 days additional time for submittal of this information.

Therefore, the accepted time of 30 days additional time is considered to be within the scope of the notice and not to be a substantive change.

4 Therefore, the proposed change, as modified from 150 days to 90 days, is acceptable.

4.0 ENVIRONMENTAL CONSIDERATION

This amendment involves a change to recordkeeping, reporting or admini-strative procedures or requirements.

The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure.

The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and

- t there has been no public comment on such finding.

Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

5.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be encangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
