SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDME'NT NO.132 TO FACit1TY OPERATINc LICENSE NO. DPR-3, YANKEE ATOMIC ELECTRIC COMPANY-YANKEE NUCLEAR POWER STATION t

DOCKET NO.50-029 INTRODUCTION Dy letters dated April 12, 1990, and April 20, 1990, the Yankee Atomic Electric Company (YAEC or the licensee) reouested an amendment to Facility Operatin License No. DPR-3 for the Yankee Nuclear Power Station (YNPS or the plant)g The proposed amendnent would change the Technical Specifications (TS1 as follows:

The title of the Technical Service Supervisor has been changed to Technical Service !!anager.

2.

A'new position, entitled Maintenance Support Supervisor, reports to the Maintenance Panager and will become a member of the Plant Operation Review Committee.

His qualifications are commensurate with the other two

' existing supervisor positions in Maintenance.

Reporting to the Maintenance Support Supervisor, a new maintenance support organization consolidates engineering disciplines for improved direction and control of preventive and predictive maintenance programs, as well as design modification activities.

Another new position, entitled Operations Support Supervisor, reports to the P.lant Operations fianager and will become a. member of the Plant Operation Review Committee. His qualifications are commensurate with=other supervisor positions at Yankee.

Reporting to the Operations Support Supervisor, a new operations support organization consolidates efforts for enhanced modifications and implementation of operating procedures.

4 The number of SR0s on shift was increased from one to two to reflect an NRC-approved TH1 commitment for Yankee.

The limitation that' operating personnel work only eight-hour shifts is being renoved to allow'some operating personnel to work twelve-hour shifts during plant operations. This change will still result, on the average, in an approximate forty-hour work week. The guidelines concerning the use of overtine are not being changed and will remain in.

effect as presently stated in TS Section 6.2.2.g.

EVALUATION These changes are evaluated as follows:

The change in the title of the Technical Specification Service Supervisor to Technical Service Manager is purely administrative as the organizational responsibilities and required qualifications have not significantly changed.

This position will continue to reonire that it be fill with a person who meets or exceeds the minimum cualifications of ANSI N18.1-1971 and the position will continue to report the Technical Director.

The addition of two new supervisory positions, Maintenance Support Supervisor and Operations Support Supervisor, is administrative in that both positions are similar in nature of elready existing supervisory positions at YNPS. The additions of these positions are required to to meet or exceed the minirum qualifications of ANSI N18,1-1c71 and as such neet previously approved NRC requirements fer this type of position.

The change in the riumber of Senior Reactor Operators (SR0's) on shift is purely acministrative in that this modificetion is only the incorpert. tion into the Technical Specifications of a previously approved NRC requirr.nent.

The removal of the limitation that operating personnel work only eight-hour shifts in orde-to permit sore operating personnel te worL twelve-hour shifts is administrative in that the guidance contained in 5HP 1?.5.1 continues to be ret. Yankee modification to Technical Specification 5.2.2.g are limited in scope such that the specific guidance contained SRP 13.5.1 and Generic Letter CP-16 which limits the total number of work hours in a 16, 24, 40, and 168 hour0.00194 days <br />0.0467 hours <br />2.777778e-4 weeks <br />6.3924e-5 months <br /> periods continue to be met.

Therefore, this Technical Specification change is administrative in nature as it includes staffirg title char.ge, persennel realignments and a change in shift duration for selected plant personnel, that is consistent with NRC guidance contained in previously approved amendments, SRPs and specific MRC SERs.

ENVIRONMEllTAI CONSIDERATION This amendment involves a change to recordkeeping reporting or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.??(c)(10).

Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

CONCLUSION The Comitsion made a proposed determinetion that the arendment involves no rignificant hczards censideration which was published in the Federal Register

The staff has concluded, based on the considerations discussed above, that:
