NOTICE OF VIOLATION Combustion Engineering, Incorporated Docket No. 70-0036 As a result of the inspection conducted on July 28 through August 12, 1986, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:

License No. SNM 33, Condition No. 9 states: The license H authorized for use in accordance with statements and conditions containea in the licensee's renewal application dated February 26, 1982. Paragraph 2.7 Operating Procedures, of the renewal application states that Operating Sheets (0S) are the basic control document and in conjunction with operating procedures provide detailed instructions and specific safety requirements.

Contrary to the above, on May 14, 1986, licensee personnel failed to follow the safety requirements of OS 202, Health Physics Controls, by handling contaminated equipment without the specified hand protection.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
