t NOTICE OF VIOLATION Combustion Engineering, Incorporated Docket No. 70-0036 As a result of the inspection conducted on September 21-25, 1987, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:

License No. SNM-33, Condition No. 9 states: The license is authorized for use in accordance with statements and conditions contained in the licensee's renewal application dated February 26, 1982. Paragraph 2.7, Operating Procedures, of the renewal application requires that that all control procedures relative to radiological safety be followed:

Contrary to the above, on September 22, 1987 licensee personnel failed to l follow the steps outlined in Procedure 702.4 " Preparation for Start-Up of Dorst Presses," which requires the operator to engage the press downdraft ventilation system prior to press start-up.

This is a Severity Level IV violation (Supplement IV). $

l The inspection showed that action had been taken to correct the identified j violation and to prevent recurrence. Consequently, no reply to the violation i is required and we have no further questions regarding this matter.
