SUBJECT:

LICENSE FEES FOR STABLE ISOTOPE FACILITIES By letters dated November 17, 1987, All Chemical Isotope Enrichment, Inc. (AlChemIE) filed license applications with the NRC to construct two stable, non-radioactive isotope enrichment' facilities. One facility will be located at Oak Ridge, Tennessee and will utilize the Centrifuge i

Plant Demonstration Facility built by the Department of Energy. The second facility will be located at Oliver Springs, Tennessee. The applications are subject to the licensing requirements of 10CFR50 since the machines being used are capable of enriching uranium.

In a conference call with Tom Clark (NMSS) and Robert Fonner (0GC) it was confirmed that the applications, for fee purposes, would be categorized as Special Projects under 170.21J.4. Mr. Fonner indicated that by definition the facilities were neither "other Production or Utilization" facilities nor were they'branium Enrichment" facilities.

l Mr. Clark indicated that a construction permit and op operating license would be issued for each unit. He estimated that about 2 man months plus $60,000 in contract costs would be expended for the licensing review. I indicated that HMSS and any other Headquarter or Regional personnel working on the applications should keep track of their time and report it to us for billing purposes. He said two Regional Offices would be involved.
