Dear IDENTICAL LETTER'SENT TO THOSE ON ATTACHED LIST The All Chemical Isotope Enrichment Comoany (AlChemIE), located in Oak Ridge, Tennessee, has submitted two license apslications to the U.S. Nuclear Regulatory Commission. We have enclosed a copy of their ap)lications for your infomation. The purpose of the facilities proposed by AlClemIE for licensing is to separate stable (non-radioactive) isotopes of various elements by centrifugation for comercial use.
Even though AlChem!E has no plans to process uranium or other radioactive materials, the Atomic Energy Act of 1954, as amended, requires licensing of any equipment or device capable of enriching uranium. The centrifuge machines which AlchemIE intends to use will be obtained from the Department of Energy. These machines were designed, and some have been used, to enrich uranium.
Under the provisions of the Atomic Energy Act it is required that a mandatory hearing be held on this matter under the jurisdiction of the Comission. Such hearings follow the procedures of the Comission's regulation,10 CFR Part 2, and will be controlled and conducted by an Atomic Safety and Licensing Board.
There will be further notification of opportunity for participat.on in such hearing.
