OF NOVEMBER 5, 2020, MEETING WITH THE TECHNICAL SPECIFICATIONS TASK FORCE REGARDING PROPOSAL TO IMPROVE THE CORE OPERATING LIMITS REPORT On November 5, 2020, a Category 2 meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Technical Specifications Task Force (TSTF). The purpose of the meeting was for the TSTF to present the industry proposal to improve the Core Operating Limits Report (COLR). The meeting notice is available in the Agencywide Documents Access and Management System at Accession No. ML20297A508.

The TSTFs presentation is available in ADAMS at Accession No. ML20287A263. A list of attendees is enclosed.

The TSTF explained that they are developing a traveler to relocate the references to NRC-approved methods presently located in the Technical Specifications (TS), to the COLR.

The proposal would allow licensees to adopt new COLR methods under Title 10 of the Code of Federal Regulations (10 CFR) Section 50.59, Changes, tests and experiments. Changes to the TS require a license amendment request and NRC approval under 10 CFR 50.90. If the methods are removed from the TS, the change in methods could be evaluated using the 10 CFR 50.59(c)(2) criteria. Thus, a license amendment request may not be needed in many cases where licensees wish to change their methods.

The NRC staff questioned how the proposal would still meet the requirements of 10 CR 50.36 for the fuel operating limits. Originally, the fuel operating limits were explicitly stated as part of the limiting conditions for operation (LCOs) in the TS. The NRC approved the use of the COLR reference list in Section 5 of the TS as a reasonable replacement , because providing the values in the COLR and controlling the COLR methods met the intent of the 10 CFR 50.36 requirements. Both options would require NRC approval under 10 CFR 50.90 to make changes, thus providing a regulatory path for NRC oversight.

N. Jordan Additionally, the NRC staff questioned how the use and implementation of the methods would be controlled. Specifically, what, if any, NRC oversight would be included in the framework described by the proposal.
