[External_Sender] RE: RE: Holtec UMAX FSAR Revision 4 for San Onofre ISFSI ML21069A248 Date: Wednesday, March 10, 2021 8:38:58 AM Maybe my question wasn't clear. I'm not looking for NUHOMS documents. I'm looking for Holtec UMAX FSAR Rev. 4 document(s).
Region IV inspection of San Onofre states the inspection was done based the Holtec UMAX FSAR Revision 4.
How could your staff do that if they don't have the UMAX FSAR Revision 4 document or documents?
If anyone should be able to have ready and easy access to these documents, it should be your staff that used them to ensure compliance at San Onofre for the UMAX system.
Donna

RE: RE: Holtec UMAX FSAR Revision 4 for San Onofre ISFSI Please find my answers to your questions below:
Are all the information/changes to the FSAR in this document related to or evaluated for the NUHOMS 24PT1-DSC?
No. The FSAR revision you requested was for the Holtec UMAX system. The TN NUHOMS system has its own FSAR.
Are there any other FSAR related changes for FSAR Rev. 4 in this or any other documentation?
It is my understanding that a vendor or licensee submits FSAR revision changes every 2 years. Without searching all ADAMS submittals by Holtec I would be unable to verify the ML number submitted contains all of changes made in Revision 4. What I provided was the only submittal identified with a focused search of ADAMS for the Revision 4 with an associated date range. As you know, ADAMS is available on the NRCs public website for members of the public to obtain these types of documents. This is a search you can perform to locate what you are looking for. Our HQ office may be able to assist since they manage the licensing submittals for the agency.

RE: Hoktec UMAX FSAR Revision 4 for San Onofre ISFSI Hi Donna, The licensee does not submit the entire FSAR to the NRC when revisions occur.
They are required to send only the updated pages when the FSAR is revised. So, the non-proprietary Revision 4 update to the UMAX FSAR can be found with the following ML number in ADAMS (ML17229B200).

[External_Sender] Hoktec UMAX FSAR Revision 4 for San Onofre ISFSI I see from this 2020 San Onofre ISFSI inspection report that San Onofre is now using the UMAX FSAR Revision 4 instead of Revision 3. Would you provide the ML number for FSAR Revision 4?
It would be helpful in the future if inspection reports included the ML numbers for the referenced documents.
- Thanks, Donna Gilmore SanOnofreSafety.org
San Onofre 2020 ISFSI Inspection Report https://adamswebsearch2.nrc.gov/webSearch2/main.jsp?AccessionNumber=ML20258A141 "The HI-STORM UMAX ISFSI portion was designed to hold 75 Holtec multi-purpose canisters (MPCs). The Holtec MPC-37 canister design can hold 37 pressurized water reactor fuel assemblies in accordance with UMAX CoC No. 72-1040, Amendment 2; HI-STORM UMAX FSAR, Revision 4; and the HI-STORM Flood and Wind (FW) FSAR, Revision 5. Dry cask storage operations had resumed in July 2019, after an 11-month safety stand-down in operations following an August 3, 2018, canister misalignment incident at the UMAX ISFSI. At the end of the inspection period, the licensee completed loading all 73 canisters into the UMAX ISFSI (the 73th canister was placed at the ISFSI on August 7, 2020). As of August 7, 2020, the licensee had removed all spent fuel from both Unit 2 and Unit 3 spent fuel pools. One Cavity Enclosure Container (CEC) will be left empty and one CEC contains a test canister with heating elements that will be used for aging management studies."
