MEETING WITH UNION ELECTRIC REGARDING PERFORMANCE OF TECHNICAL SPECIFICATION SHUTDOWN SURVEILLANCES PERFORMED AT POWER I

On January 29,1998, a meeting was held with Union Electric Company and the Nuclear Regulatory Commission (NRC) to discuss the licensee's interpretation of the allowance to perform technical specification required shutdown surveillance testing while at power. The meeting was held at the NRC offices in Rockville, Maryland. An attendance list is attached.

j The purpose of the meeting was to allow Union Electric to present information regarding actions they had taken following the discovery that certain circuits had not been tested while the plant was shutdown as required by technical specifications. Topics discussed included a summary of Union Electric's review of Generic Letter 96-01, examples of circuits that were overlooked during previous surveillance testing, and Union Electric's basis for performing the testing on-line once the missed surveillances were identified.
