PORTSMOUTH EXERCISE ON SEPTEMBER 12,1997 l

This memorandum is to confirm your participation as a member of the Headquarters 1 Emergency Response Organization for the exercise with the Portsmouth Gaseous Diffusion Plant (GDP). Full Headquarters teams will participate, along with Region ill Base and Site Teams, the State of Ohio, Pike County, r..id several other Federal agencies. Attachment 1 <

is a list of the Headquarters exercise pe;ticipants and observers. Attachment 2 lists Headquarters' principal objectives foi tnis exercise.

Response personnel will be requested to report to the Operations Center when the scenario requires their presence. NRC players should be available for a call sometime after 2:00 pm EDT on September 12,1997. NRC players should nal report to the Operations Center before being called. Please let all response team members receive their own reporting call-do not inform other team members in order to allow the normal call out procedures to be followed. Representatives of other Federal agencies are expected to be at the NRC Operations Center around 2:30pm EDT. The licensee's exercise willlikely end after 5:30 pm EDT This will be followed by a short critique led by your team coordinator. You may want to bring your dinner and make any necessary arrangements to facilitate a late arrival home (i.e., arrange for someone else to pick up your child from day care, etc.).

Response team members should use PA 241BAB (Participation in Drills / Exercises) on your RITS forms.

Please remind your supervisor of your participation in this exercise. If you have any questions, please contact either your team coordinator or Joe Glitter at 415-7485.

. 1. Test the ability of the Fuel Cycle Safety and Protective Measures Teams to work together to perform a timc'y and accurate assessment of the event and to g conimunicate this assessment to the Executive Team.

- 2. Test the initial coordination of the Federal responn, primarily between NRC, DOE and EPA.

3. Test the effectiveness of information flow from the Portsmouth EOC, including a ~

continuous voice link over the HPN and a near real-time plant data link via the
