It is obvious that substantial evaluation and analysis effort has been applied to the various aspects of this issue. Another simple approach (which may have

' _. already been evaluated) was expressed in our December 8, 1986 memo on this subject, i.e., a "mi sadmi ni strati or." would be a violation of regulatory u) requirements, and as such, licensees would of necessity employ quality assurance programs to prevent them.
