In my opinion, the suggested cover sheet could be better done. The AE0D report should not be given the short shift the two paragraphs now do, especially in view of the large distribution that it will get. I would suggest that the two paragraphs be redrafted to include more information.

1. First paragraph - describe the NRC program in 1 or 2 or 3 sentences that are aimed at developing proposals for preventing inadvertent and unnecessary exposures to patients of teletherapy, brachytherapy, and radiotherapy.
2. Describe the report as one document or study that provides useful input to the decision process insofar as determining the types of inadvertent exposures the NRC goal is to reduce. Briefly recount the seriousness of a few and state NRCs existing policy on such exposures. Possibly name other studies that may be ongoing.
3. Describe the time period for the NRC program and state that public input will be obtained in accordance with NRC procedure.

I believe in this way the readers of the report will more likely want to read it and will be looking for ideas that he might use to effect improvements in his  !

own operations and possibly result in some good ideas being generated by the licensees as wellj h MR m.
