should'do so within.those hours. Where-special, emergency circumstances warrant the use of.telecopier or delivery of material to the~ Appeal Panel's office in Bethesda, Maryland, after 4:15 p.m., the party making such filing should notify-the Panel's Administrative Secretary (at (301) 492-7663'or (301) 492-7667) no later than 3:30 p.m. and should describe the nature of the filing and the organization (Commission, Appeal Board, or Licensing Board)~to which the filing is-actually directed. If the Appeal Board or Panel Chairman determines that time-sensitive matter is'not involved, no special arrangements for post-4':15 p.m. receipt will be.
