SITES FROM 00E We have recently become aware of a major new report S7-14 (ityers, C.W. ,

and S.M. Price, July,1981 Subsurface Geolon Syncline, Rockwell International, RHO-CWI-51y of the Gold CreekIt)ontheceoloqy the Pasco Basin which may inpact several open issues that are unresolved on the Uf'P-2 and Skaqit sites. The report contains significant infomation on the Cold Creek Lineament and the Southuest Anticline Fault which are the two major geologic open issues. We becanc aware of *:

1 Paul Prestholt of W!HT infomed S. J. Croccum of the existnece of this report on Jan. 21, 1932. He stated WSS was expecting to rectrivo a copy any day.

2. fMSS received a copy of the report on Jan. 25, 1902.
3. I. Alteman, the qeoloqic reviewer on the m'P-2 site, bcrrowed a copy from ?:USS on Jan. 29, 1982.
4. I. Alteman asked fY. Donald Caldwell of Goltr Associates on Jan. 23, 1982 if they had a copy of this rennet, lie stated tint Golder Associates had a copy of this report and offered to send het one.

5. On Feb.1,1932 the applicant inforned the !!RC by telephone (Bill Kiel called Ina Alteman) that a preliminary report to Rechetl International for BWIP from Geotectorlics Corporation identified several faults in the Pasco Basin in the crystalline baserent.

I. Alteman infomed Bill Kiel that the f aults tentioned in the Geotectonics Corporation report appear similar to the f aults centioned in ST-14 .

Although ST-14 is dated July,1931, the document was not printed and distributed until late January 1982. However, there is evidence that both the Wi!P-2 and Skagit applicants were aware of the report at least as early as September, 1931.

Appendix 20 of Mendment 23 of the Skagit docket (Gable Mountain Structural Investigations and Analyses, Golder Associates Oct.1981) nakes reference to ST-14 (pg. 20-57). Amendment 18 to the Wr'P-2 docket, dated Sept. 21,1981 makes reference to the above Golder report. The ll 1P-2 applicant supplied us a copy of the Golder report in flovember, 1981. Therefpre the Ui!P-2 applicant was aware of the existence of ST-14 (at least by reference) as early as i September, 1981. The Skagit PSAR, dated September 21, 1931, also references ST-14 ST-14 indicates that numerous faults, previously uncapped by the applicants, ,

are precent in the Pasco Basin. Some of the faults appear to underlie tho tir:P-2 site.

To date, neither the Wi'P-2 or Shagit applicants have denonstrated an awareness or significance of the infornation on faulting described in ST-14 Considering the enver date on 57-14, it is surprising that both applicants have not provided the f.RC a review of ST-14 and an evaluation of the siqnificance of the geological and geophysical infornation in that report on the Skagit and Hanford sites.
