Commonwealth Edison Company's Comments to the Comminnion on Imediat93fLRC11ECn0AA._IDMGA Purnuant to 10 CFR Section 2.764 (f) (2) (ii), Commonwealth Edison company (Ceco) urgon the Commionion not to stay the offactivanoon of the NRC Liconning Donrd'n May 19, 1907 Conoluding Partial Initial Decision, but inntoad to allow Draidwood Unit 1 to procond without dolay with normal atartup and tonting activition I at power lavoin in excons of 5% of rated powor. Ceco han reviewod the Liconning Doard'n Initial Decinion and the dinnont by Judge cronaman and it han found no mintakou in tho formor or argumenta in the lattor which would juntify a atay.

Attached aro the affidavita of Michnol J. Wallaco, Ceco'n Draidwood Project Manager, and John C. Dukovnki, a Ceco Annintant Vice Pronidnnt. Mr. Wallaco'n affidavit antablinhou that Draidwood Unit 1 in rondy to procond with ntart-up and initial criticality. Mr. Wallaco currently projects that Draldwood Unit I will bo roady to oxcond 5% of rated power by June 26, 1907.

! Mr. Bukovski estimates that any delays in start-up of Braidwood Unit 1 will increase Ceco's costs of generating or purchasing electric energy by approximately $10 million per month.  :

Under the company's currently effective fuel adjustment clause, these additional costs are passed on to its customers. Mr. l Bukovski's estimate does not include additional carrying charges l (e.g., AFUDC) attributable to any delay in Unit 1 start-up and operation.
