SUMMARY

OF MEETING ON JANUARY 16, 1987 On January 16, 1987, members of the NRC staff met with representatives of Yankee Atomic Electric Company (YAEC), licensee for the Yankee Nuclear Power Station, in Bethesda, Maryland. The agenda for the meeting and list of attendees are provided in the enclosures to this sumary.

The main purpose of the meeting was to discuss resolution of issues concerning the seismic reevaluation program. Over the last year, a series of technical review meetings between the NRC staff and the licensee have been conducted. This review effort is drawing to a close. Most issues are now resolved; however, some concerns remain for piping. In general, piping that was evaluated for the YCS input with code allowables was acceptable under NRC loading as demonstrated by the confirmatory analysis of main coolant loop 4 and of the safe shutdown system piping in the primary auxiliary building.

However, for piping analyzed for YCS input and SEP guidelines, the example piping analyses have not been successful in demonstrating that the affected piping at Yankee would withstand the NRC site-specific spectra earthquake.

The staff intends to tabulate the results of the piping analysis reviews and provide them to Yankee in the near future to aid in resolution of the staff's concerns in this area.

The licensee noted that for piping inside containment, pipe support modifications have already been completed. Also, the confirmatory analyses have demonstrated that the main coolant loop piping does satisfy the acceptance criteria. Therefure, the licensee pruposed tu first complete the analysis and modifications for the piping outside containment (using the NRC spectra and approved criteria) before doing more work on piping inside containment. The staff agreed with this approach but noted that ultimately, the licensee must demonstrate that all piping within the scope can withstand the NRC spectra earthquake.

The status of the other SEP reviews were also discussed. The wind and tornadoes safety evaluation is in preparation; no technical issues remain outstanding. The pipe break review will begin this month; a review meeting may be held in February to resolve any questions. The licensee's submittals on snow loads and load combinations are under review.
