CAUSE OF NONCOMPLIANCE: (Attach addiumal ;mges if nooessary)

An Upset of Sewage Treatment Plant 2B (DSN0ll) occumd when an influent Gow surge caused a tanparary hydraulic overload.1he bydraulie overload resulted in canyour of wastewater from the clarifier into the chlonne acutact chamber and a correspooding decrease m chlorme contact time. Due to the short duration of the Dow increase, investigation into the root cause of the Upect has been inconclusive.

2 PERIOD OF NONCOMPLIANCE: (include exact date(s) an.f time (s) or,if not corrected, the anticipated time the noncogliance is expected to continue):

The Upset occurred on April 7,1994 from approximately 10.45am to 11:25am (40 minute total duration).

3. DESCRIPI1ON OF STEPS TAKEN ANIlOR BED 40 TAKEN TO REDUCE OR ELIMD4 ATE THE NONCOMPLYING DISCHARGE AND TO PREVENT ITS RECURRENCE (attach additional pages if necessary):

Phet pmannel were present at Sewage Treatment Plant 2B when the Upset occurred and immedately took the following corrective actions:

  • Chlorine food rate was maurmzed to provide additional disinfection capacity.
  • Solids were pu:nped from the chlorinz contact chamber back to the aeration zone, e Studge was subsequently removed from the seration zone to reduce organic loading.

a influent sources (restmams, ete ) were inspected to deternune the source ofincreased flow. Results of the ms% were inanaelusin.

A new sewage plant which will reptars the existing newage treatment plants has been constructed and will begin operation in approximately 30 days.
