Enclosed in accordance with the Joseph M. Farley Nuclear Plant Technical Specifications, Appendix B, Section 3.2, is a report of_ NPDES noncompliance occurring in October, 1987 as transmitted to the Alabama Department of Environmental Management (ADEM). Please note that this  ;

noncompliance was submitted for approval as a permit " bypass" removing it ^

from a violation status. ADEM subsequently responded by letter dated Ocotober 27, 1987 denying the " bypass" submittal requiring the occurrence to be treated as a noncompliance. This event will be included in the i third quarter, 1987 NPDES noncompliance summary.

Dear Mr. Moore:

1 On October 20, 1987, Mr. Mike Godfrey and I notified you i concerning an NPDES permit violation at Alabama Power Company's  !

Farley Nuclear Plant. The permit violation consisted of a TSS ]

value of 167 mg/l measured at the Unit No. 2 Turbine Building l Sump (DSN016). We became aware of this violation on October 19, {

1987 and notified you of our findings on October 20, 1987, which {

was within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of becoming aware of the noncompliance i condition.

The following is a description of the events and )

conditions pertaining to the exceedance of TSS limits at DSN016: l

1. Sample Date and Results An exceedance of NPDES permit limits (Permit ALOO24619; point DSN016) was established as of 10-20-87/0900 upon obtaining the TSS value of 167 mg/l (daily average limit is 30.0 mg/l and the daily maximum is 100 mg/1). The sample was obtained on 10-12-87 at 0850.
2. Quse of TSS Exceedance Exceedance of the TSS limit at DSN016 occurred due to draining portions of the Unit No. 2 circulating water I

system for inspection and/or maintenance activities during the 5th refueling outage. Duration of this activity extended from October 6, 1987 through October 8, 1987. . --

3. Operation of Plant Systems The systems were being properly operated for maintenance and inspection activities.

4. Evaluation of Environmental Impacts The release of the circulating water via the Turbine Building Sump-2 had been completed prior to'the knowledge.

that permit limits for TSS had occurred. The materials-which were' released Vere naturally occurring river' water sediments which are concentrated as a normal consequence-of cooling tower system operation. .The materials were not produced by the cooling tower system' components. .The ,

release was a temporary condition and of short duration.

The impact of this permit exceedance is neglible on the environment since the release rate of the circulating water via the TurbineLBuilding Sump discharge path (approximately 800 gpm) through the plant-discharge line is less than the release rate of this same water

. (1000-5000 gpm on the averace).through the plant discharge line during norr operation via cooling Tower Blowdown - Unit 2 (point ~ DL 007) . Additionally,.the volume of the Turbine Building Sump - Unit 2 discharge -

during the outage period is only equivalent to approximately 1-1/2 days of discharge via the cooling ,

Tower Blowdown - Unit 2 when the unit is at power. i Based upon the above discussion, we request that the Alabama Department of Environmental Management grant an exception to permit limits for TSS,.at discharge monitoring point DSN016, during the period October 6-8, 1987. This request is made pursuant to NPDES Permit-Regulations Subpart C; Section 122.41r(m);(ii) Unanticipated bypass and Part II, A,4,c of the 1 Farley Nuclear Plant NPDES Permit. Additionally, we feel'that the inspection / maintenance of service water. systems, which caused the exceedance of NPDES permit limits for TSS, was necessary to prevent damage;to plant systems and-that no alternatives to the discharge of service water to the Turbine Building Sump were available.

We ask that you review'our request for a bypass; determination, relative to TSS permit limits for DSN016, for the period October 6, 1987 through October 8, 1987.. Please advise us of your determination or call me if additional information is ,

needed.
