Dear Mr. Ruch:

In accordance with Part II.A.2 of the referenced permit, we are submitting a noncompliance item that occurred for five hours on October 20, 1978 from the neutralization tank waste (Discharge Point 005). The noncompliance consists of the discharge of approximately 6500 gallons of water at a ph of approximately 10.5 (permit limitation 6.0-9.0).

The noncompliance was caused by the failure of an air operated valve in the partially open position. This failure occurred during the last part of a regeneration cycle for the water treatment plant. As a result, part of the neutralization tank was discharged to the Chattahoochee River along with approximately 6,000,000 gallons of plant effluent (nostly circulating water).

In order to prevent recurrence of this noncompliance, the valve

  • has been repaired and operators have been instructed to ensure that the valve is closed before regeneration is initiated.
